JOB DETAILS:
The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 3.6 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises of the detailed engineering, construction, operation and maintenance of the corresponding facilities.

The Job Holder is responsible for:
The preparatory works prior to construction activities for AGI Construction for LOT 1 – PS1 or PS2 in Uganda. It includes responsibility over:
• Reviewing of AGI construction documentations – including implementation of the detail design MTO and contribution in any required relevant up-dates.
• Managing the construction activities for Uganda Pump station 1or Pump Station 2 up to 450 construction workers at peak of mobilization.
• Performing construction activities fully compliant with EACOP, IFC and countries HSE standards, business ethics, all within a zero-accident safety culture approach
• Delivering the EACOP AGI facilities within approved project construction schedule, approved budget, and integrating National Content requirements
• To support the Lot Manager to manage the AGI construction contracts and relevant activities; monitoring contractors’ achievement and review Change Orders Requests related to construction activities.
• To control the construction package, quality, cost, and progress in accordance with approved project requirements, budget and schedule.
• To promote cost reduction initiatives and strive to optimize costs and achieve value at every opportunity
• To assist the Lot Manager and the Delivery Manager in monitoring and to account for and follow-up mitigation of project risks.
• To organize and propose the AGI construction team for LOT1 – PS1or PS2, interacting with a multidisciplinary technical team efficiently and in a good working atmosphere and integrating as need be partners secondees.
• To work with in full coordination with EPcmC construction team ensuring best use of project resources and efficient implementation of Quality Surveillance teams
• On LOT1 – PS1 or PS2 to coordinate and interface with other Project development entities (Engineering, Operations, HSEQ, E&S team and project control groups).
• To ensure construction contractors implement the project National Content plan and E&S mitigations plan.
• To report progress and provide input to weekly and monthly reports.
• To ensure the teams under job-holder’s responsibility are appropriately supervised and have received adequate instruction and training to carry out their role in a safe manner.
• To Coordinate and interface with all LOT1 – PS1or PS2 entities to ensure construction needs are accounted for in the design and procurement activities and that project early activities schedule coincide with construction plan. • To ensure compliance with EACOP obligations under Upstream agreement for sections included in Pump Station 1 or Pump Station 2 (Uganda) are strictly adhered to.
• Act as construction site lead
• To adopt and demonstrate exemplary behaviour with regard H3SE and H3SE rules implementation.
• To adopt and demonstrate exemplary behaviour about ethics and project “code of conduct” policy.
• To participate to meetings with partners, authorities and other stakeholders as required whenever advised by line managers.

Activities
The Stakeholder Engagement- Gender Inclusion Coordinator is responsible for the development and implementation of gender equality and women’s empowerment in EACOP activities. This entails:
• The management of EACOP Gender and Inclusion Impact Assessment, from its development to the implementation of the EACOP Uganda Gender and Inclusion Strategy including monitoring and evaluation
• The participation into the development of EACOP Uganda policies and procedures to ensure inclusion ofgender aspects
• The development and promotion of gender inclusion programs in the EACOP LSOC activities in Uganda and within the Project in general (incl. development of focus group discussions, promotion of women recruitment, participation of Ugandan women owned businesses.) aiming at advancing gender equality andfemale empowerment
• The identification of activities aiming at fighting against Gender Based Violence within EACOP area ofInfluence, in particular through partnerships with relevant organizations/institutions
• Assess and identify potential gender – differentiated impacts of the project, including opportunities for andconstraints on women’s participation in the projects initiatives
• Identify government agencies, NGOs, community based organizations and women’s associations or groupswhose work focuses on gender and the specific areas of intervention that can be utilized during project implementation
• Establish and maintain active relationships and liaisons with Government counterparts, multi/bilateral donors, civil society organizations, institutes and academia on gender equality and women’s issues tostrengthen key alliances and partnerships, enhance collaboration and promote EACOP as an agent of change in the field of Gender
• Prepare analytical and regular progress report on EACOP performance on gender issues
• Participate into gender related grievances resolution
• Represent EACOP at conference and events related to Gender matters
• Produce communications products such as articles, fact sheets, stories documenting EACOP gender inclusion activities

Person Specification
Education, Training,
Skills & Experience
Qualification:
Degree: BSc (or equivalent formal qualification) in a recognized Engineering discipline
Experience:
• Minimum of 10 years’ experience with at least 5-7 years in Oil &Gas Industry with similar large-scale projects
• Ability to adapt and to represent the company in discussions, negotiations and meetings with contractors, partners, and regulatory authorities
• Ability to effectively lead and manage a team; Sound organization ability; Ability to work in a multi-cultural business environment; Good interpersonal and communication skills; Good motivational skills.
• English as mother tongue or Fluent in English (speaking and with excellent writing skill)
