JOB DETAILS:
Key Responsibilities:
1. Strategy and Budgeting: Support the Programmes Team to effectively manage the department's finances - as a whole and for each intervention - achieving value for money and compliance with FSDU and donor policies:
• Lead the development and implementation of systems, policies and procedures to ensure all financial transactions of FSD Uganda are monitored for conformity with internal controls and in line with the approved governance and financial risk management guidelines.
• Support the team in efforts to broaden FSDU's funding base, in particular by supporting the development of funding proposals
• Support the DoP and each Intervention Lead in the preparation of annual forecasts; ensuring comprehensive and accurate identification of all project costs and the accompanying income with timelines
• Analyse and report financial information pertaining to grants and sub-grants in order to provide intervention leads / budget holders with timely advice concerning effective financial management, non- compliance; support any budget revisions as required
• Develop and submit financial reports according to the reporting schedule; including other required internal required reports within agreed deadlines (Pipeline report, monthly budget utilisation reports and donor reports)
• Manage the treasury operations of FSD Uganda, ensuring that there is sufficient operational cash for both day-to-day activities as well as cash for strategic program activities
2. Risk Management & Accountability: Ensure that all risk management and accountability provisions are adhered to by both FSDU staff and Implementing Partners:
• Support FSDU's Senior Management in identifying and mitigating the risks associated with FSDU’s financial activities; including proactively contributing towards the development and implementation of policies and procedures for managing the following:
† Identification and selection of both Donors and Implementing Partners
† Contracting
† Complex and high-risk contract
† Sub-grants tracking & accountability
• Ensure that FSD Uganda’s annual operating plans are executed within agreed budget and plan; collaborating with Budget holders to ensure that Donor accountability requirements are respected and implemented by all project staff and partners
• Prepare for and cooperate with all internal and external audits and ensure effective implementation of all audit recommendations
• Coordinate team members to ensure that all compliance/due diligence checks are conducted per the Risk Management Manuals
3. End-to-end Grants Management: Manage all financial and contractual processes associated with the management of grants, from start up to close-out according to FSDU Grants Management policy and Donor and GoU requirements:
• Keep abreast of best practice in grants management and, especially, of changing (or new) donor and legislative requirements, and ensure that FSDU’s grant management system is updated accordingly
• Liaise with the ICT Specialist to ensure that FSDU’s Grants management system is effective for safeguarding Donor funds, achieving the desired impact, and adding value to the implementing partner
• Coordinate the process of contracting with donors; ensure that all required (financial, legal & contractual) documentation is compiled, organised, disseminated and stored according to FSDU and donor procedures
• Lead the development of the FSDU grantee guidelines, including liaising with external legal counsel as required to develop standardized contract templates and other tools that will facilitate compliance
• Monitor the monthly Grant Receivables/Payable Report with relevant analysis and comments to facilitate timely collection from donors
• Three months before project close out, notify all stakeholders (partners and project team); prepare close out checklist & close out letter and ensure that all close-out procedures are followed
4: Sub Awards Management: Manage the processes associated with sub grants; ensuring that funds are disbursed to Implementing Partners in accordance with the signed contracts and FSDU & Donor contracts:
• Support the initial partner selection process, including liaising with the procurement team if required; ensure that a good quality financial assessment is carried out and that a value-adding program of capacity building is devised
• Manage the process for awarding sub-grants including:
† Working with Intervention Leads to ensure that FSDU policies and procedures are applied effectively to partner selection and contracting
† Completing the sub-agreement checklist
† Gaining approvals as per threshold
† Drafting and finalising contracts
† Providing copies to all relevant stakeholders
† Filing copies as per procedure
• Support the delivery of inception training to ensure that partners are fully equipped to comply with FSDU's requirements; oversee the provision of any additional financial capacity building that is required
• Oversee the collection, review and verification of Implementing Partner expense reports and financial accountability data; includes ensuring that field visits and spot checks are carried out in accordance with the project plan
• Ensure that payments to partners are made once accountability requirements are met and, if possible, according to the agreed schedule; following up to support IPs, and reporting any problems to the COO &/or the Intervention Lead.
5: Leadership & Empowerment of the Team: Lead and manage all those who are involved in Finance activities - colleagues and consultants - in a manner that empowers and motivates them to deliver FSDU’s goals and objectives:
• For each aspect of the Finance work plans, ensure that Accountant and/or consultants are deployed and given clear expectations; aim to accomplish departmental goals in the most cost-effective and impactful manner possible
• Support and build the capacity of team members to enable them to give of their best e.g. by encouraging and praising good performance, coaching, training, providing resources, tools, and equipment
• Oversee the entire program of Implementing Partner financial reviews and engagement (due diligence, capacity building and financial accountability); supervising the work of colleagues or contractors to ensure high standards and effective risk mitigation
• Ensure that consultants are engaged &/or staff are managed in accordance with good HR management practice and provided with a safe and conducive working environment; includes ensuring that all legal and statutory obligations are fulfilled
• Work with COO to monitor the budget for the Finance unit; ensuring that financial resources are managed in accordance with FSDU’s procedures and that optimal value for money is achieved

Specifications For the Role
Qualifications
• A Bachelor’s degree in Finance, Accounting, Commerce or Business Administration.
• Professional qualification such as ACCA, CPA, CIMA or its equivalent as a Master’s degree in Accounting, Finance.

Relevant Experience
• At least 7 years’ experience in managing grants in a medium to large sized donor funded organisation.
• Knowledge of donor funding rules and regulations.
• Experience in financial management, including developing and monitoring budgets and financial reporting.
• Experience of working with partner organizations in relation to grants management.

Critical Technical Skills & Knowledge:
• Strong data analysis and presentation skills
• Thorough understanding of financial accounting, reporting, and grants, sub grants and contracts management processes.
• Solid knowledge of key donor regulations and compliance requirements
• Solid Analytical and problem solving, financial trouble shooting and audit experience
• Good understanding of fund accounting and financial analysis.
