JOB DETAILS:
Hunger Relief Africa (HRA) (http://hungerreliefafrica.org/) is a non-profit relief organization whose mission is to build hope and nourish lives in African communities by providing a well-coordinated response to hunger, eliminating food insecurity, and ending hunger in the food recovery sector. Hunger Relief Africa addresses the underlying causes of hunger, food insecurity, and malnutrition, as well as their effects on orphanage children, single mothers, young and pregnant mothers, and older Africans over the age of 60, through feeding, strengthening, leading, and empowering, particularly in food insecure vulnerable households in communities and in emergency situations and natural disasters. With its African headquarters in Kampala, Uganda, the organization works directly with food-insecure communities in collaboration with governments, the Ministry of Agriculture, the Ministry of Health, UN bodies, International Civil Society Organizations, National and Local Community Based Organizations, Research Institutions, and national and international Policymakers. Hunger Relief Africa operates through an extensive designed supply chain distribution network system of food manufacturers, grocery stores, retailers, supermarkets, restaurants, and farmers in food assistance programs to help families facing hunger meet their basic nutritional needs while emphasizing advocacy for local and national programs on issues with a significant impact on hunger in Africa.

Job Summary
To maintain and provide support for various Human Resource programs by coordinating, monitoring and implementing Human Resource plans and policies. He/she will coordinate employee welfare; assisting in drafting operation manuals, role descriptions, posting new positions, and screening resumes, scheduling interviews and updating HRA employee records with new hire information.

Key Outputs
• Human Resources function for the project staff supported;
• HRA and community support staff Performance Management Systems and Practices strengthened;
• A comprehensive, well-coordinated and integrated Human Renounces Information System (HRIS) developed;
• Training needs assessment for HRA staff at HQ and Community support staff conducted and performance monitored;
• HRA staff and Community support staff records and documents managed and filed
• HRA Staff and Community liaison Officers payments processed on time
• Monthly and annual reports developed and submitted on time.

Key Duties and Responsibilities
1. To support the Project Human resource function as guided by the Head of Programs of Hunger Relief Africa.
2. Design staff capacity assessments and establish baselines to measure progress and develop customized performance programs for HRA and Community support staff.
3. Prepare Job description Manuals for the HRA and Community Support staff and ensure that all staff/ Interns have job descriptions or scope of work.
4. Lead the implementation of the performance solutions package by mentoring the HRA and Community staff in a wide range of areas to help increase their capabilities to perform their duties and achieve their targets.
5. Provide guidance and support in designing and delivering performance plans and oversee adherence to project plans.
6. Provide technical assistance in the recruitment of Community Volunteers in line with required standards.
7. Develop a comprehensive, well-coordinated and integrated HRM Information System for all HRA Staff and Community liaison staff.
8. Conduct Training Needs Assessments for HRA and community Support staff and develop training plans to ensure adequate, relevant, well mixed and competent community focused health workforce.
9. Prepare HRA Staff contracts and Community Support engagement letters in line with the guidelines.
10. Monitor HRA optimal levels on a quarterly basis and ensure that timely replacements are done to fill the gaps and support performance.
11. Ensure that all timesheets are submitted and monitor attendance on a monthly basis.
12. Process IDs for all Community Volunteers and ensure that all their personal records are filed.
13. Support the appraisal system of all the HRA staff at HQ and Community Support staff.
14. Prepare monthly pay schedules for HRA and Community Volunteers and ensure that payments are affected in time.
15. Prepare and submit monthly, quarterly and annual reports.
16. Any other duties as may be assigned by your immediate supervisors.

Expenses:
As a volunteer, no financial compensation or expenses will be provided. The volunteers will be responsible for their own travel, accommodation and other personal expenses incurred during the assignment. However, in case of field work activities to perform his/ her duties, he/she shall be supported with necessary expenses.

PERSON SPECIFICATION: Human Resources Officer
Minimum Academic Qualifications
Bachelors’ degree in Business Administration, Human Resources, Organizational Psychology, SWASA or Social Sciences, with focus on Human Resource management and/ or a Post-graduate Diploma in Human Resource Management.

• Training of Trainers
• Performance Management

Minimum Working Experience and Exposure
At least one year in the provision of human resource services in an agriculture and or food systems related strengthening setting.

Special Knowledge
• Records Management
• Uganda Labor Laws
• Managing Performance in Agriculture related projects.
