Responsibilities
Key Responsibilities
• Coordination of all project activities in consultation with the Cluster Coordinator as well as the Project Head Global Carbon Markets Project in Uganda.
• Conceptualization of GCI III project activities.
• Strategic level planning to guide implementation of the GCI III project activities including development of planning documents.
• Stakeholder engagement and management of government, private sector, development partners and other key stakeholders to facilitate project implementation.
• Technical backstopping for project partners on green cooling solutions, technicians training and the creation of enabling political and regulatory framework conditions to sustainably transform the RAC sector.
• The Climate Change Mitigation Advisor performs the following tasks:
Specific Tasks
Project Coordination
• Provides strategic programme oversight, steering, and coordination for the GCI Project in Uganda.
• Coordinates the different project stakeholders including government, private sector, civil society, development partners, academia while maintaining good and positive cooperation for project implementation.
• Ensures a close collaborative and mutual relationship with the National Environment Management Authority (NEMA), the lead partner for the GCI III project. This includes a well-established communication process with NEMA.
• Ensures a close collaborative relationship and good use of synergies with other German Cooperation projects and other institutions working in the field of climate protection, energy efficiency and financing e.g. UNDP, UNEP DTU, UNIDO, among others.
• Ensures, in coordination with the management, the visibility of the project at the national, sub-regional and international levels.
Technical activities and implementation of the project
The Technical Advisor develops and implements a coherent strategy for project intervention in collaboration with the National Ozone Unit (National Environment Management Authority) in charge of the project but in close collaboration with the Ministry of Energy and Mineral Development in the following areas:
Country consulting
• Implement strategy forums with relevant stakeholders to identify needs in the RAC sector, raise awareness for green RAC solutions and strengthen policy coherence in the sector.
• Provide demand-oriented consulting services on already formulated support needs, but also formulate standards and regulations for RAC technologies.
• Assist stakeholders in the implementation of concrete transformation activities resulting from strategy forums.
Financing proposals for international climate finance mechanisms
• Advise and raise awareness among decision makers about financing opportunities through international climate finance mechanisms.
• Use national instruments to develop international climate finance.
• Develop project proposals (with the involvement of the private sector).
Capacity development and training
• Support training institutes and certification bodies with the involvement of the private sector.
• Support organization and implementation of RAC trainer and technician trainings in cooperation with training institutes.
• Support implementation of pilot projects by demonstrating the benefits of switching to natural refrigerants (with the involvement of the private sector)
• Support in setting up supply chains for refrigeration and air conditioning systems
• Monitor and document technology partnerships and best practices.
Project Management
• Identifies the needs of government institutions, private sector institutions and non-governmental partners.
• Ensures the preparation, planning, implementation and the documentation of trainings, workshops, forums, team meetings and other activities of the project.
• Ensures the planning and budgeting, the monitoring of the implementation and the financial follow-up of all interventions.
• Implementing the monitoring and evaluation of actions, the monitoring of the use of these actions by the partner actors as well as the documentation of the effects.
Communication and networking
• Supports knowledge management gathers, processes, and communicates relevant information to partners and colleagues in the other countries of intervention of the project, observes communication and interactions between governmental institutions, non-governmental institutions and society through press analysis, direct dialogue and participation in conferences, seminars, scales up good practices within the RAC sector, etc.
• Develops and disseminates public relations materials that increase the visibility of the project among relevant stakeholders such as project fact sheets and power point presentations in close cooperation with the project’s communication expert.
• Organises and updates project documentation, the filing systems and the virtual project library.
• Communicates project interests and efforts; forwards these and encourages sharing ideas and information for the benefit of the project.
• Consults regularly with the project officers in Germany on all activities and the implementation of the interventions and proposes, options for adapting the strategy.
Other Duties/Additional Tasks
Performs other duties and tasks at the request of management.
Qualifications
• Master’s degree in environmental studies, Climate Change Studies, Economics, Engineering, or a related field with a focus on climate change mitigation and preferably energy efficiency or experience in the refrigeration and air conditioning sector.
Details of experience
• At least 5 years in a similar position in a project or a structure in the field of climate change mitigation, or energy efficiency, or the RAC sector, or environmental policy, or development.
• Experience in coordinating processes as well as capacity development.

The Climate Change Advisor performs the following tasks:
Specific Tasks
Technical backstopping
• Render technical support to public and private sector stakeholders for readiness and implementation of carbon markets mechanisms under the Article 6 of the Paris Agreement and the Voluntary market mechanisms.
• Ensure public and private project stakeholders are continuously engaged on topics of carbon markets, article 6 of the Paris Agreement, climate change mitigation and NDC implementation. Partners may include Designated National Authorities and UNFCCC focal points of project countries, line ministries of environment, private sector institutions etc.
• Identification of potential carbon finance projects as well as carbon pricing instruments and works closely with potential partners to guide their development.
• Support planning, coordination and documentation of capacity building workshops, trainings and other project activities
• Provide technical support to the commissioning donor agencies e.g. The German Federal Ministry of Economic Affairs and Climate Action (BMWK), providing input for mid-term and annual reports, state of the art analysis, project progress reports, concepts and policy briefs.
Partner Engagement
• Contribute to the development and strengthening of partnerships within the programme, broader GIZ and with other agencies in climate change mitigation such as the UNFCCC Regional Collaboration Center Kampala, the NDC-Partnership and other relevant development partner initiatives for implementation of national and regional activities
• Support cooperation with the Ministry of Water and Environment (Climate Change Department) on climate mitigation and Carbon markets priority areas of engagement and support.
• Support cooperation with the Ministry of Energy and Mineral Development, Uganda to strengthen mainstreaming of climate change into the activities of the energy sector.
• Cooperate with the GIZ Energy and Climate Cluster projects, other GIZ projects, and the country office on aspects of mainstreaming climate change action in project activities and identifying synergies for cooperation on relevant activities and events.
Communication and Knowledge management
• Keep well-informed about current developments in international climate discussions on carbon markets and or carbon pricing particularly on Article 6 of the Paris Agreement and the voluntary carbon market.
• Develop and disseminate materials on project activities and developments in the carbon markets and climate change topics, in consultation with the Senior Knowledge Management Advisor, to increase the visibility of the project within GIZ and among relevant stakeholders.
• Identify and share lessons learned and best practices that may be useful in design and implementation of similar programmes
• Prepare communication materials such as project fact sheets and power point presentations
• Support the drawing up of periodic reports to GIZ HQ and Government Partners and activity reports.
• Organise and update project documentation on MS Teams and GIZ Data Management System.
Analysis and research
Regular research and review of latest developments and best practises in international climate policy and provide technical guidance in the development and implementation of climate change policies and strategies at both national and regional level (Eastern Africa).
Qualifications
• Master’s degree in Climate Change, Environment, Natural Resource Management or related fields

• At least five years’ professional experience in the implementation of climate change related projects.
• Experience in carbon markets and climate change mitigation at national, regional and international levels.
