Overview:
• URC is seeking an experienced Regional Finance and Administrative Manager for the USAID Uganda Health Activity (UHA), a five-year program. The purpose of UHA is to support the Government of Uganda’s (GOU’s) efforts to increase the survival and well-being of vulnerable populations and improve overall health system resilience in seven priority regions. The program will strengthen the quality and availability of MNCH, FP/RH, nutrition, and facility-level WASH services as well as health systems at the regional-, district-, facility-, and community-levels.
Responsibilities:
• The Regional Finance and Admin Manager will manage the Activity's finance and administration functions and is responsible for assisting in implementing the overall accounting and financial control systems for the Activity. S/he ensures effective and timely financial, accounting, and administrative support to the project through supervision, oversight, guidance and support to the finance and administration staff.
• In consultation with Supervisor, Finance & Admin Director and/or Chief of Party, S/he will review, develop, and monitor the implementation of the finance and accounting policy and guidelines in line with URC policies and procedures, USG rules and regulations as well Government of Uganda laws. S/he is also responsible for using adequate and appropriate internal controls to meet generally recognized accounting standards.
Specific responsibilities include the following:
• Oversee all the financial functions of the finance and administration teams and ensure they are run efficiently as per USAID/URC policies and procedures. This will include, but not limited to:
• Develop budgets with teams and monitor budget pipelines.
• Support in the provision of timely and accurate financial reports to USAID & URC HQ as required.
• Support in the management of internal and external financial audits of the Activity as required.
• Support in tracking and analyzing all costs incurred by the Activity and oversee preparation and timely submission of monthly financial statements and reports.
• Ensure that expenditures are within budgets and in compliance with commitments made in grants and work plans.
• Review the work of Finance & Admin Officers in the preparation/ development of field monthly financial reports which includes Cost Point (CP) postings, bank and mobile money reconciliations (summary and details), journal entries preparations, staff advance aging reports, expenditure reports (summary & details), supporting payment vouchers, account payable and cash suspense account reconciliations, error reports with indication of corrections, analysis reports for liabilities and other assets,
• Ensure proper administration by leading the admin team and coordinating with the Activity central office in Kampala.
• Check that all Activity-related transactions are conducted, processed, and recorded as per the URC system Chart of Accounts.
Additional and other responsibilities may include, but are not limited to:
• Ensure timely preparation and processing of payments by ensuring that all payments are reasonable, allowable, allocable to the project. This includes liaising with procurement to ensure that all payments are adequately supported.
• Review Mobile Money payments against Mobile Money Registration forms, Participant registration/attendance forms, Approved Activity Request (AAR), Travel Activity Budget, and all related support documentation from the Activity implementing teams.
• Ensure that internal controls for Online Banking & Mobile Money are tightened, continuously reviewed, and updated to mitigate risks.
• As Regional Finance & Admin Manager, ensure that URC financial management policies and procedures and USAID regulations are strictly adhered to. This includes ensuring that all policy directives and various checklists circulated by HQ and USAID are implemented.
• Ensure cash projections and bi-monthly wire requests are submitted to the Activity central office in Kampala for consolidation and submission to the home office in a timely manner.
• Support review of financial reports and documentation from sub grantees as needed, under the direction of Finance & Administration Director.
• Review vendor payments for Allowability, Allocability, and Reasonableness.
• Working closely with the finance team in Kampala, ensure timely and accurate VAT and accrual reporting to USAID.
• Work closely with the Grants department to ensure that sub grantee accountabilities and reconciliations are properly documented and journalized in Cost Point (CP).
• Work as part of the finance team to ensure that all project financial and accounting tasks are accomplished accurately and in a timely manner.
• Maintain close coordination with URC project staff on financial matters and advise them, as appropriate, on matters requiring their attention.
• Advice senior management on any areas with potential to impact on systems of internal controls and procedures.
• Oversee Activity HR, grants, fleet, and operations.
• Perform any other accounting, financial and administrative tasks consistent with the overall scope of this position as assigned by supervisor, Finance & Admin Director and/ or Chief of Party.
Knowledge, Skills and Abilities
• Strong leadership, analytical and organizational skills; demonstrated ability to work both independently and within a team, assess priorities, and manage multiple activities with attention to detail, meeting tight deadlines under pressure.
• Excellent problem-solving capacity, with demonstrated ability for considerable analysis and sound judgment to find solutions in a complex environment with shifting and competing priorities.
• Excellent cross-cultural communication (both oral and written) and interpersonal skills demonstrated by ability to interact professionally with culturally and linguistically diverse staff, stakeholders, clients, and consultants’ ethic, ability to work under pressure, ability to work with people of different cultural backgrounds etc.
Qualifications:
Required Experience and Qualifications
• A Bachelor’s degree in in business, Accounting, Management required
• CPA certification will be a distinct advantage
• At least 8 years of relevant experience in Financial Management.
• Proven experience overseeing Mobile Money Payments, Vendor Payments, Budget Management and Financial Reporting (Monthly, Quarterly, Annual, PEPFAR reporting).
• Experience working with USG/USAID-funded projects is mandatory.
• Excellent writing, management, and organizational skills.
• Computer skills including proficiency in Microsoft Office programs (Excel spreadsheets, CP, word processing, power point, and electronic mail).
