JOB DETAILS:
Job Description
The Fleming Fund is a 10-year, large scale (+£235m) and complex fund management programme which operates in up to 25 LMIC countries and runs until 2026. Reporting to the UK Grants Finance Manager (UKFM), and working closely with the Regional Finance Officers (RFOs), the Africa / Asia Regional Grants Finance Manager (RFM) will be responsible for supporting the UKFM with the financial oversight of the sub-regions. This will include oversight, guidance and support of RFOs in undertaking their responsibilities, promoting best practice and consistency across the sub-regions and the programme, while also improving the use of programme financial data for analysis. The role will ensure budget recommendations for funding are financially sound / represent VfM, that financial monitoring and spot checks of grants are undertaken appropriately, feedback on improving grantee financial reporting and controls is implemented and the accuracy of regional forecasts provided to the UKFM. The RFMs will also provide additional regional capacity and/or RFO cover when required.

Key Responsibilities include:
• Provide oversight of the monthly regional financial forecasts to the UKFM, ensuring timely and accurate information and including any explanations for variance against previous forecasts. Work with RFOs and regional teams to strengthen the quality of information provided by grantees.
• Provide oversight and guidance to Regional Coordinators and RFOs on their review of financial information supplied with grant applications for new grants and/or grant extensions.
• Provide oversight of monthly grantee claims to support the UKFM with the timely onward disbursement requests to the client, to ensure sufficient cash availability.
• Provide oversight and advice to RFOs on their review of financial reports, claims, expenditure reconciliations and spot checking, ensuring claims are valid and any observations are followed-up with grantees, seeking advice from the UKFM where necessary.
• Support the UKFM with the review of any findings of spot checks and external grant reviews (AUPs), providing feedback for improvements in relation to specific grants and cross-programme learning.
• Under the direction of the UKFM, input, update and communicate financial guidance, processes and templates for the Programme.
• Under the direction of the UKFM, undertake regular reviews of the sub-regional Hubs’ implementation of financial procedures, reporting any findings/recommendations to the UKFM.
• Under the direction of the UKFM, undertake analysis and improve the use of programme financial data for information purposes, improved cross programme learning and VfM.
• Support the UKFM with reconciliations between the grant management system (MatsSoft) and manual records of payments and grant disbursements (Payment Tracker), following up on any issues with RFOs.
• Provide regional finance capacity where needed for a small number of Regional Grants.
• Provide additional regional financial capacity and/or RFO cover when required during periods of absence/recruitment.

Candidate Specification
Education
Essential:
Educated to degree level
• Qualified Accountant (only candidates with strong essential experience will be considered in lieu of a qualification)

Training:
Desirable:
• Training in grant management, counter fraud and/or ethics.

Experience:
Essential:
• Strong experience of working on Fund management programmes in low- and middle-income settings
• Experience of financial forecasting of large scale/complex programmes to public bodies
• Strong experience of financial monitoring and reporting of donor funded programmes, including expenditure sampling and compliance checking
• Experience in developing and implementing financial processes, policies and templates for internal controls and counter fraud measures
• Strong understanding of value for money, ethics, and transparency
• Experience of leading/managing and mentoring financial staff/teams
• Evidence of advanced Excel skills in financial monitoring and reporting
• Experience of working in low- and middle-income countries in Africa.

Desirable:
• Experience of using data and analysis to provide financial insight into programme delivery
• Demonstrated ability to work within teams in a multi-disciplinary environment
• Experience of working on major grant/fund management programmes (>£30m)
• Experience of investigating and/or handling the potential misuse of funds
• Experience of working for or with ‘Big 4’ accountancy firms
• Understanding of UK Government financial systems for budgeting and reporting
