About the Role
Reporting to the Subsidiary Managing Director, the CEO & Principal Officer – General Insurance (Uganda) will provide overall executive leadership and strategic direction for CIC General Insurance Uganda, with full accountability for business performance, profitability, governance, and regulatory compliance.
This role carries statutory responsibility as the Principal Officer in accordance with the Insurance Act, 2017 (Uganda) and the directives of the Insurance Regulatory Authority of Uganda (IRA-U). The role is responsible for the end-to-end performance of the General Insurance business, including strategy execution, underwriting and claims performance, distribution growth, financial stewardship, people leadership, and stakeholder confidence.
Key Responsibilities
Strategic Leadership & Business Direction
- Develop and execute the strategic plan for CIC General Insurance Uganda in alignment with Group strategy, Uganda market dynamics, and regulatory expectations.
- Drive sustainable and profitable growth through disciplined portfolio management, market intelligence, and strategic partnerships.
- Identify and lead growth opportunities across products, customer segments, and distribution channels within the Ugandan insurance market.
- Ensure long-term competitiveness while maintaining sound technical results and capital discipline.
Business Growth & Market Development
- Oversee business development and distribution strategies to maximize acquisition, retention, and profitability in the Ugandan market.
- Strengthen and expand intermediary channels including brokers, agents, bancassurance partners, and corporate clients.
- Champion product innovation and market-responsive solutions aligned to customer needs, industry trends, and IRA-U guidelines.
- Oversee marketing and brand initiatives to enhance customer trust, visibility, and market penetration.
Operational Excellence & Digitization
- Ensure disciplined underwriting practices in compliance with approved underwriting guidelines, pricing frameworks, and reinsurance treaties.
- Oversee claims operations to ensure timely, fair, and cost-effective claims settlement in line with the Insurance Act, 2017, while preventing fraud and leakages.
- Foster a performance-driven underwriting and claims culture supported by data, analytics, and robust risk controls.
- Drive operational efficiency through process improvement, automation, and system enhancements.
- Oversee ICT integration and digitization across policy administration, claims management, customer service, and regulatory reporting.
- Ensure data accuracy, operational controls, and management information systems meet internal governance and regulatory standards.
Regulatory, Risk & Governance Oversight
- Ensure full compliance with the Insurance Regulatory Authority of Uganda (IRA-U), the Insurance Act, 2017, subsidiary regulations, tax legislation, and Group policies.
- Serve as the designated Principal Officer for General Insurance as required by the IRA-U.
- Maintain strong, transparent, and proactive relationships with the IRA-U and other relevant regulators and industry bodies.
- Support Board and Board Committee governance processes, internal and external audits, risk assessments, and regulatory inspections.
- Ensure effective enterprise risk management, internal controls, and compliance frameworks are embedded across the business.
Financial Management & Performance Management
- Lead financial planning, budgeting, and forecasting to ensure profitability, cost efficiency, solvency, and capital adequacy in line with IRA-U requirements.
- Monitor and manage key performance indicators including loss ratios, combined ratios, expense ratios, and underwriting margins.
- Ensure timely, accurate, and compliant financial and regulatory reporting in accordance with Group standards and Ugandan statutory requirements.
Leadership, Culture & People Management
- Build, lead, and sustain a high-performing executive and management team aligned with CIC’s values and performance expectations.
- Drive employee engagement, leadership development, and succession planning in line with Group People & Culture frameworks.
- Promote strong governance culture, accountability, and cross-functional collaboration.
- Ensure compliance with Uganda labour laws, Group HR policies, and performance management frameworks.
Who We’re Looking For
Academic & Professional Qualifications
- Bachelor’s degree in Insurance, Business Administration, Actuarial Science, Economics, or a related discipline.
- Master’s degree is an added advantage.
- Professional insurance qualification such as ACII, CII, Diploma in Insurance, or equivalent, recognized by the Insurance Regulatory Authority of Uganda.
Experience
- Minimum of 10 years’ experience in the General Insurance sector, with at least 5 years in a senior management or executive leadership role, preferably within the East African region.
- Proven track record in driving business growth, technical underwriting discipline, operational leadership, and regulatory compliance.
- Demonstrated experience engaging regulators, Boards, reinsurers, and key market stakeholders.
