CALL FOR CONSULTANCY SERVICES

1. BACKGROUND
UK International Development, through the Pathfinder program, seeks to address critical development challenges in Uganda and the East African region. The program focuses on health, education, gender equality, and climate resilience, aiming to reduce poverty and improve livelihoods. Pathfinder is funded by the UK Government to support innovative solutions and evidence-based interventions.

2. OBJECTIVES
The consultancy aims to:
- Conduct a comprehensive needs assessment in the health sector.
- Develop strategies to improve maternal and child health outcomes.
- Provide technical assistance to local health authorities.
- Evaluate the impact of existing health interventions.

3. SCOPE OF WORK
The consultant(s) will be responsible for:
- Reviewing existing health policies and programs in Uganda.
- Conducting stakeholder interviews and focus group discussions.
- Analyzing health data to identify gaps and opportunities.
- Developing a strategic framework for health system strengthening.
- Preparing a detailed report with recommendations.
- Facilitating workshops to build capacity among local health workers.

4. QUALIFICATIONS AND EXPERIENCE
- A minimum of a Master’s degree in Public Health, International Development, or a related field.
- At least 5 years of experience in health sector consultancy, preferably in East Africa.
- Proven track record of working on UK-funded or international development projects.
- Strong analytical and report-writing skills.
- Experience in stakeholder engagement and capacity building.
- Knowledge of maternal and child health issues is an added advantage.

5. DELIVERABLES
- Inception report within 2 weeks of contract signing.
- Needs assessment report within 6 weeks.
- Strategic framework document within 10 weeks.
- Final consultancy report with recommendations within 12 weeks.
- Presentation of findings to stakeholders.

6. DURATION
The consultancy will be for a period of 3 months, starting from May 2025.

7. APPLICATION PROCESS
Interested consultants or firms should submit:
- A technical proposal (maximum 10 pages) outlining the approach and methodology.
- A financial proposal detailing the budget.
- CVs of the proposed team members.
- Evidence of previous similar work.
Applications should be submitted via email to pathfinder@ukaid.gov.uk by 15th April 2025, 5:00 PM GMT.

8. EVALUATION CRITERIA
- Technical proposal: 60%
- Financial proposal: 30%
- Relevant experience: 10%

9. ADDITIONAL NOTES
