Consultancy Services for Training-The-Trainer Program (TTT) on Project Management, Contract Management, Environmental and Social Safeguards for the National Oilseeds Project (NOSP) - Parish Level Implementers

The Government of Uganda has received financing from the International Fund for Agricultural Development (IFAD) and OPEC, the financing of which is being administered by IFAD and intends to apply a part of the proceeds of the financing to this purchase. The use of any IFAD financing shall be subject to IFAD's approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD's rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with The National Oilseeds Project (NOSP).

The National Oilseeds Project (NOSP) Goal is "Inclusive rural transformation through sustainable development of the Oilseeds sector". The Development Objective is to "accelerate commercialization in key oilseeds value chains and thereby improve the livelihoods and resilience of the small holders engaged in oilseed production and marketing". 2. This invitation for bids (IFB) follows the general procurement notice that appeared in The Newvision newspaper on 20th October 2022, on the IFAD website and on the United Nations Development Business website (UNDB) on 20" October 2022.

The purchaser now invites sealed bids from eligible entities (bidders) for the provision of Consultancy Services for Training-The-Trainer Program (TTT) on Project Management, Contract Management, Environmental and Social Safeguards for the National Oil Seeds Project (NOSP) - Parish Level Implementers, to Ministry of Local Government (MOLG). More details on these services are provided in the Terms of Reference (TOR) in the bidding document.

This Request for Proposal is open to all eligible consulting firms who wish to respond. Subject to restrictions noted in the bidding document, eligible firms may associate with other bidders to enhance their capacity to successfully carry out the procurement.

A consultant will be selected using The Consultants Qualification Selection (COS) evaluation procedure in accordance with the IFAD Procurement Handbook dated 2019, which is available at www.ifad.org/project-procurement. The selection process, as described, may include a reference check, prior to contract award.

Please note that a pre-bid conference will not be held as described in the bid data sheet (BDS), of the bidding document. 7. The Bid Document may be obtained/downloaded from: https://molg.go.ug/bidding-documents/
No payment will be required for online access to the bid document.

Bids must be delivered to the address and in the manner specified in the bid document not later than 12:00 noon Kampala Time, 25th June 2024

Bidders shall be aware that late bids will not be accepted under any circumstance and will be returned unopened at the written request and cost of the bidder.

Please note that electronic bids shall not be accepted.
