JOB DETAILS:
Background
War Child is at the very beginning of its journey towards becoming a more diverse, equal and inclusive organization. An external team of diversity/equity/inclusion/belonging consultants (the DEIB team) has been working with WCH on the first phase of the “Open Dialogues – towards a diverse, equitable, inclusive organization with a culture of belonging” process. The consultants produced a report which also informed the development of an action plan (second phase). This consultancy is linked to the 1st objective of the action plan, which is to focus on the creation of a diverse and inclusive War Child team.

As the Africa region of the organization, we think we are well positioned to make the changes required to ensure noticeable change in country offices and in the regional team. Being at the very beginning of a journey implies that there is still much, and generally difficult work to be done. This consultancy will initiate a process that starts with suggesting and developing a plan for initial implementation and follow through during 2024 onwards. The idea is that this phase (one month) will target management in the region to prepare the ground for a more meaningful and engaging dialogue when country level consultations start in the coming year. We anticipate that the consultant will work with managers to ensure that as leaders they are prepared to roll out the process. Topline suggestions for activities include working with country leadership through interactive sessions focusing on the cutting edge thinking around these issues and reflecting with them on their role in addressing these issues in light of driving towards a stronger commitment to ensure team engagement when organizational consultations start in 2024. We hope that management team will be capacitated to meet with their teams and enable teams to genuinely reflect on the issues that support and hinder DEIB.

Key objectives:
• To develop a common understanding around the importance and value of DEIB in the region and country offices.
• To identify and reflect on challenges related to the achievement of ta DEIB context in the region and country offices.
• To identify and agree on concrete ways of eliminating factors that hinder deeper and meaningful dialogue around DEIB.

Purpose of the assignment
The consultancy will work with the six countries in the Africa plus region (which include Colombia) and the regional office to have a common understanding and commitment to the DEIB agenda.
Understanding and appreciating individual and contextual challenges with the DEIB process o Engage with individual leaders to understand how they view their responsibility related to this issue.
It is the contention of the regional leadership that leaders need to know that the way they engage with this issue does not depend on their personal perception/preference but on the accountability to the team they lead. Leaders need to understand that they have a responsibility to lead by example and lead effective dialogue on this contentious topic.
Collective reflection on regional challenges to progress on the issue

Commitment and Accountability
• Conceptualize what change would look like both on a regional and country level and how the leadership can ensure this will take place.
TERMS OF REFERENCE
Consultant

Phase 1 (before the end of 2023) Deliverables
• Engage with leadership via online sessions.
• Engage with leadership in a one-day face-to-face workshop.
• Report with outcomes and recommendations for ongoing engagement with DEIB in the region

Phase 2 deliverables will be developed after Phase one is completed.

Scope of work
• Engagement with leadership in the 5 countries and the regional office
• Facilitating the one-day workshop possibly in Kampala, Uganda.

Work schedule and planning
• The consultant will work online.
• The duration of the initial assignment is 1 month with possible ongoing engagement defined after completion of phase 1.
• The consultant will develop and submit to WC a report with outcomes and recommendations for ongoing engagement with DEIB in the region.

Payment schedule
Payments by War Child are delivery-based. The Consultant will be paid at the end of the initial assignment upon the submission of delivery report.

Type of supervision
Working closely and reporting to the regional representative.

Education and experience
• Relevant university degree in social sciences, education, international development, or related discipline.
• A minimum of 5 years of experience with either the UN and/or NGO in international settings.
• Experience working in the Humanitarian sector with specific reference to DEIB and decolonialization and anti-racism activities.
• Knowledge of the DEIB agenda and interagency policies.
• Proven high level analytical and communication skills and ability to build collaborative relationships at all levels and across sectors and agencies.
• Proven excellent competencies within report writing, analysis and evaluation, and communication.
• Fluency in English
• Knowledge of Arabic, French and/or Spanish will be an advantage.
