JOB DETAILS:
Job Purpose:
The HR Manager is responsible for providing operational and technical HR support, contributing to the successful delivery of all Human Resource Departmental initiatives and key functions under the guidance and direction the Head of Human Resources.

This role will ensure that the people management function and the workforce are aligned with the Unit’s goals and values through the creation of a productive and positive work environment.

This role will require close interaction with internal and external collaborators to ensure services are delivered promptly and Unit policies are adhered to as expected. The post holder will deputize the Head of HR across all essential functions while away and should be able to engage at all levels.

The post is based in Entebbe with regular travel to other stations.

Roles & Responsibilities
Principal duties;
• Develop and implement talent acquisition strategies to attract and hire the best talent in the market aligned to the Unit’s strategic mandate;
• Contribute to the development of projects that improve service delivery and operational efficiency and monitor their implementation with due regard for value for money;
• Review and implement HR policies and procedures in alignment with the Ugandan legislation, and the LSHTM policies as guided by the Head of HR;
• Collect and analyze HR data and maintain up to date HR databases used to generate timely and accurate reports for decision making;
• Implement and monitor performance management processes in alignment with the
• Unit’s policies;
• Ensure that HR records, databases and related information systems are fit-for-purpose, well-maintained and capable of providing information promptly and accurately;
• Maintain positive relationships between employees and the Unit through timely management of employee grievances and conflicts, and guidance on workplace matters to ensure a healthy work environment;
• Promote staff engagement levels through regular staff consultations and surveys to assess the impact of proposed measures and monitor overall staff satisfaction;
• Develop regular reports to the Head of HR on the progress made on assigned projects and alignment with the departmental BSC; and,
• Support the Head of HR in the conduct of internal and external audits as well as HR benchmark exercises led by the Unit or external partners.

Service Delivery;
It is important that the HR services are delivered in a staff centered manner. This post-holder ensures the services under their control are delivered in a way that is:
• Responsive;
• Promptly communicating to users’ new developments such as new services, changes to services etc.;
• Pro-active in resolving issues; and,
• Upholding high standards of professionalism.

Financial Management;
The financial management responsibilities of this post include:
• Managing/updating the payroll ensuring the correct projects charged for personnel costs; and,
• Approval of overtime, on-call allowances and bank loan requests for staff in line with Unit policy.

Line Management Responsibilities;
The post holder is responsible for managing a dynamic team. HR Manager ensures that:
• Staff are enabled to perform their assigned duties as expected;
• There is a positive and supportive work environment in the department;
• Staff expectations are clearly communicated;
• Staff performance is regularly monitored;
• Conflicts are resolved promptly and decisively;
• Appraisals are conducted by al staff in line with the Unit’s schedule;
• Applicable LSHTM and Unit HR policies are being followed at all levels; and,
• Participate in the development of equal opportunities, diversity and inclusion.

LSHTM Integration;
The Unit has transferred to LSHTM in 2018. The post-holder is expected to support the further integration of the Unit into the School by:
• Engage positively and collaboratively with colleag6.ues at the sister Unit in The Gambia, and at LSHTM sharing knowledge, documents and experiences;
• Engage constructively with departments across all LSHTM locations as and when required;
• Support harmonization of HR Policies and procedures across LSHTM sites; and,
• Undertake any other duties within the grade as set out by the Head of HR.

Environment
The post holder is expected to:
• Participate in carbon emission reduction activities across the Unit and wider LSHTM; and,
• Act as an advocate for the responsible and efficient use of resources.

Person Specification
• Master’s degree in Human Resources Organizational Psychology, Business Psychology or Business Administration;
• Bachelor’s degree in Human Resources, Business Administration, Psychology or Social Sciences;
• Should be a member of a professional body like HRMAU, CIPD, or CHRM;
• Certified in HR Metrics and Analytics;
• Project Management certification;
• Should possess a minimum of 7 years’ progressive experience in HR, with 3 years’ experience in HR at Management level in a reputable organization;
• Significant change management experience and evidence of delivering large change projects;
• Experience working in a donor-funded environment;
• Experience working in research setting;
• Experience leading a team of at least 3 staff;
• Should possess knowledge in the development and implementation of a balanced score card;
• Knowledge of Ugandan labor laws;
• Should have the ability to pay attention to detail and prioritize activities;
• Ability to build effective working relationships at all levels;
• Excellent organizational skills;
• Excellent analytical skills and ability to trouble shoot complex issues;
• Excellent oral and written communication skills;
• Proficiency using MS Office;
• Conceptual working and thinking;
• Well-developed interpersonal and team skills;
• Proven ability to respond creatively and flexibly to demanding challenges;
• Excellent spoken and written command of English;
• Strong conflict resolution skills;
• Routinely taking initiative;
• Negotiation skills;
• Customer/End-user awareness;
• Excellent communication skills with individuals at all levels of the organization;
• Ability to cope with a rapidly changing environment; and,
