Responsibilities or duties

Reports to: MEAL Officer

Key Result Areas:

Routine monitoring and administration of project performance monitoring tools.

  • Take the lead in conducting activity monitoring by developing as well as utilizing standard monitoring tools including FBM, ODM, CFRM, and Agency banking tools as well as activity attendance templates.
  • Support the M&E officer to conduct routine and periodic collection and analysis of data by preparing field tools for data collection, training research assistants to administer tools, participating in field-pretesting of data collection tools, monitoring and supervising field data collection activities to ensure that tools are well administered as per SOPs and standard sampling methods.

Develop timely and high-quality periodic reports

  • Prepare monthly activity monitoring reports and summary data analysis and submit them to the MEAL officer in time for review and subsequent sharing. Monthly reports include zonal reports, On-site distribution reports, Food Basket monitoring reports, cycle review meetings, CRM, and Agency banking monitoring reports among others.
  • Ensure findings from these reports are disseminated to project staff.

Accountability to Affected Persons

  • Participate in the setup of a Robust Community Help Desk as a forum to receive community issues and provide timely feedback.
  • Build the capacity of community-based structures assigned to receive and document beneficiary feedback and provide them necessary tools for documentation.
  • Organize and conduct end-of-cycle review meetings with community structures and beneficiaries.
  • Support project staff to conduct pre-distribution sensitization and information sharing on ratio entitlements and available accountability mechanisms among others.
  • Conduct training on HAP for staff and selected community structure members.

Impact documentation, Learning, and Knowledge management

  • Document human interest and success stories on a monthly basis to facilitate qualitative outcomes of the intervention.
  • Update the issues tracker with progress and new actions and share these with the MEAL officer and FAO.

General assistance to the M&E Unit to ensure smooth execution and implementation of various activities in the unit

  • Providing MEAL support to consultants and partners assigned to conduct assessments in the area of operation, attending, participating in staff meetings, and sharing MEAL findings.
  • Ensure that evidence of activities like activity reports, attendance lists, concept notes, and activity TORs in the unit are properly filed for easy retrieval and references.

Qualifications or requirements (e.g., education, skills)

Minimum education, training and experience requirements to qualify for the position:

  • Bachelor’s Degree in Statistics, Quantitative Economics, Development Studies or Social work and Social Administration with a post graduate qualification in Monitoring and Evaluation is desirable.
  • At least three years’ experience working with vulnerable communities and familiarity with humanitarian programming and implementation.
  • At least 3 years M&E related work experience in a humanitarian setting.
  • Excellent demonstrated M&E skills including Data Analysis, situation analysis and problem definition, report writing skills and written communication skills in English
  • Excellent Knowledge and use of Mobile data collection tools especially ODK.
  • Demonstrated ability to design/formulate monitoring tools
  • Experience of data collection, collation, analysis, and report writing
  • Professional, motivated, open, creative, mature, responsible, flexible and, culturally sensitive
  • Strong leadership, organizational and analytical skills, and ability to work under pressure
  • Excellent verbal and written skills in English
  • Excellent computer skills, particularly with Microsoft Excel, spreadsheets.
  • Ability to ride a motorcycle with a valid riding license upon application.

Experience needed

At least three years’ experience working with vulnerable communities and familiarity with humanitarian programming and implementation.

At least 3 years M&E related work experience in a humanitarian setting.
