JOB DETAILS:
Duties: The President’s Emergency Plan for AIDS Relief (PEPFAR) Communications Advisor works with the PEPFAR Coordination Office and Interagency Health Team (IAHT) to formulate Mission-wide strategic communication plans and messages, and implement development, outreach, and communications efforts to increase awareness of PEPFAR programs in Uganda. The position will support the Senior Health Communications Advisor to plan, organize and implement public awareness campaigns in support of PEPFAR Uganda programs. The incumbent will be responsible for coordinating the interagency PEPFAR team’s input on various communication deliverables and developing required documents for internal events. This position reports to the PEPFAR Country Coordinator.

EDUCATION: Completion of a college or university degree with significant coursework in relevant fields such as journalism, communications, public health, public relations, or international studies is required.
Requirements:
EXPERIENCE: Minimum three (3) years’ experience in communications or a similar position in international development.

JOB KNOWLEDGE: Position requires knowledge of standard practices for international development, health communication and disseminating messages in the host country context, including knowledge of strategic communication plan development and implementation, speech writing, project management, database and file management, and technical assistance regarding communications strategies.

Evaluations: (This may be tested)
LANGUAGE: English: Level 4 – Fluent; written/spoken, including the ability to translate is required.

SKILLS AND ABILITIES: Self-starter with excellent organizational, time management, and analytical skills with a strong attention to detail. Incumbent must demonstrate journalistic research skills, as well as interpersonal skills and cultural sensitivity. The candidate must be fluent in both spoken and written English and be able to serve as both editor and speechwriter. Microsoft Office skills are required for daily tasks. Regular demand for use of keyboard skills where both speed and accuracy are required.

Qualifications: All applicants under consideration will be required to pass medical and security certifications.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
