The Carter Center (TCC) is a Not-for-Profit, Non-Governmental Organization founded in 1982 in Atlanta, GA, by former U.S. President Jimmy Carter and his wife, Rosalynn, in partnership with Emory University. The Center has helped to improve millions of lives in more than 80 countries by waging peace, fighting disease, and building hope. Since 1996, TCC has supported the Uganda Ministry of Health’s (MoH) River blindness program and tremendous progress has been made with 45 of 50 districts achieving elimination or interrupted disease transmission. Effective September 2024, TCC expanded its support to the Ministry’s Mental Health Program. It provides supportive staff to work in partnership with the Government, in implementing activities for the national mental health program, in alignment with MoH policy and strategic plans, working broadly to promote awareness about mental health issues, inform public policy, achieve equity for mental health care comparable to other health care, and reduce stigma and discrimination against those with mental illnesses.

Summary of the job description
The Program Officer plays a critical role in advancing the objectives of the Rosalynn Carter Mental Health and Caregiver Program in Uganda, working under the guidance of the Senior Program Manager. This position supports the strategic coordination and execution of initiatives aimed at strengthening behavioral health systems in Uganda. Core areas of focus include workforce development, legislative and policy reform, and promoting social inclusion. The Program Officer serves as a key operational and technical resource, facilitating implementation of program activities, supporting research efforts, and providing day-to-day logistical support.

Primary Responsibilities:
• Lead coordination and logistical support for trainings across multiple regions in Uganda
• Develop and manage detailed project plans, timelines, and budgets to ensure alignment with global- and country-level program goals
• Collaborate with a diverse range of stakeholders—including government agencies, consultants, and community partners—for joint planning and effective execution of program activities
• Maintain up-to-date storage and organization of program and project- related files and data, using the assigned data management system
• Report on program execution, as required
• Ensure timely, accurate, and comprehensive documentation of meetings, trainings, and program activities
• Maintain consistent and professional communication with consultants, Ministry of Health officials, and other mental health stakeholders to support planning and reporting
• Facilitate regular updates and coordination with Ministry of Health partners to ensure program alignment and transparency
• Organize and execute meetings, workshops, and events within Kampala and in regional locations
• Manage all logistical aspects including invitations, budgeting, agenda development, note-taking, and follow-up
• Represent The Rosalynn Carter Center Mental Health and Caregiver Program at key stakeholder meetings, conferences, and public events as needed
• Support Senior Program Manager in monitoring and adaptation of program budgets
• Work with the finance team for regular budget reconciliation.
• Ensure all activities comply with The Carter Center’s financial Standard Operating Procedures
• Contribute to the development and refinement of fundraising materials including concept notes, proposals, and briefs
• Ensure all content adheres to The Carter Center standards and reflects the strategic priorities of the Rosalynn Carter Mental Health and Caregiver Program
• Assist in the design and implementation of research activities, including Institutional Review Board (IRB) submissions and progress tracking
• Support data collection, analysis, and reporting to inform program strategy and advocacy
• Collaborate with the global- and country-level teams to design robust M&E frameworks and tools aligned with program indicators
• Ensure regular data collection, analysis, and reporting to monitor progress against work plans and inform adaptive program design
• Promote the use of evaluation findings to enhance program effectiveness and impact
• Proactively seek opportunities for professional growth through training programs, conferences, and engagement with relevant professional networks.
• Stay informed on emerging trends and best practices in mental health, public health, and program management.
• Ensure compliance with all organizational policies and procedures
• Perform related responsibilities as needed or as requested by the supervisor.

Minimum Qualifications:
Bachelor’s degree in a relevant field (public health, social work, psychology, etc.) and two years of related experience in program or project management and/or research coordination OR combination of experience, education and skills.
