JOB DETAILS:
THE OPPORTUNITY
Crossroads International is seeking an experienced Project Manager for the exciting inception, launch and oversight of the Mastercard Scholars for Social Change (SSC) Program in Uganda. Under the supervision of the Regional Representative, East and Southern Africa, the incumbent will be responsible for project implementation and supervision of 3 project team members based in Uganda. The ideal candidate is passionate about the rights of women and girls, has demonstrated experience in managing international development projects, particularly in entrepreneurship and human resource management, and is captivated by the opportunity to make change for youth.

The Scholars for Social Change Program aims to leverage on-the-job training to match Mastercard scholars with career pathways and fellowship opportunities that leverage their transformative leadership as well as technical skills. The on-the-job training, along with preplacement and postplacement components of the fellowship program, will support the development of practical skills to adequately equip scholars to seek employment and advocate for gender equity as well as teaching them skills to develop business relationships and maintain professional development skills.

The SSC program, funded by Mastercard Foundation, will provide 50 graduate alumni of the Mastercard Foundation Scholars program (70% young women), between 22 and 35 years of age, with two-year fellowship opportunities primarily in Uganda, linked to their field of study and experience within Crossroads’ deep-rooted network of local development partners.

The ideal candidate will be personally aligned with Crossroads’ vision of ONE WORLD where poverty is eliminated, equality prevails, and the rights of women and girls are fulfilled.

HOW YOU WILL MAKE AN IMPACT
Management and Administration
• Ensure the management, implementation and monitoring of the project in the field in accordance with the funding agreement signed between Crossroads and the Mastercard Foundation
• Coordinate and produce all project planning documents and reports, in collaboration with the project team and the project manager in Canada
• Coordinate the development of the project implementation plan
• Ensure sound management of the project’s material and financial resources, with the support of the project’s Finance and Administration Officer
• Develop and ensure compliance with the project’s procedures manual (standards and procedures) in collaboration with the project’s Finance and Administration Officer
• Manage the project office in Kampala
• Ensure the supervision and active involvement of a team of three project implementers, scholars, volunteers and national consultants, catalyzing a strong team spirit
• Ensure the ongoing management and commitment of partners
• Prepare and lead all project meetings
• Plan and coordinate the missions of the Canadian project team, the Tanzanian office, the donor, the collaborators providing technical support to the project and the Canadian consultants
• Ensure strict application of the security and safety manual for the project office.

Representation
• Represent the project with various local partners, including local and national government structures, and ensure the implementation of partnership agreements
• Develop and maintain excellent relations with local stakeholders, as well as with the project’s technical and financial partners
• Ensure the quality of the project’s communication tools and compliance with Mastercard Foundation standards and procedures in terms of visibility

Project Monitoring
• Ensure rigorous monitoring of project activities in the field:
• Hold annual, quarterly and monthly planning meetings, as well as weekly follow-up meetings with staff
• Maintain all SSC project planning and monitoring tools
• Plan and organize the project’s half-yearly review and annual programming review
• Draw up the Terms of Reference for the various studies or consultations, and negotiate and sign the contractual agreements with the consultants selected for specific services, in collaboration with the senior project manager in Canada
• Coordinate the final project evaluation process in collaboration with the Senior Project Manager, Regional Representative for East and Southern Africa, the Project Administration and Finance Officer and the support of the Finance team in Canada
• Contribute to the development of the next phase of the project in collaboration with the Manager – Institutional Finance Development, the Regional Representative for East and Southern Africa and the SSC project team
• Oversee the Monitoring, Evaluation, Accountability and Learning (MEAL) system in close collaboration with implementing partners:
• Coordinate the baseline study and the project’s mid-term and final evaluations.
• Periodically review the Performance Measurement Framework (degree of achievement of results), and the adequate execution of the strategies planned for this purpose with the collaboration of the MEAL officer
• Create synergies and promote the sharing of knowledge and practices between project activities and those of other development initiatives in Uganda
• Ensure the effective integration and monitoring of gender equality and environmental strategies within the project
• Assume any other responsibilities inherent to the project
• Ensure continuous reinforcement of team dynamics
• Keep staff motivated and committed
• Continuously improve the working environment

WHAT YOU WILL BRING TO CROSSROADS
• Graduate university education in a relevant field (Social Sciences, Project Management, International Development, Feminist Studies,) or equivalent experience
• At least 7 years’ experience, including 5 years in a developing country, in the design, management and evaluation of international cooperation projects, using results-based management standards
• Demonstrated skills in project management in the development sector, particularly in entrepreneurship and human resources management
• Mastery of participatory and human rights-based approaches
• Understanding of issues related to gender-based violence and inequalities between women and men in Uganda
• Knowledge of national issues, strategies and especially national policies in favour of professional integration
• Experience in development project management
• Excellent oral and written communication skills in English
• Proficiency in a local language is an asset
