Background
Pathfinder International is a global leader in sexual and reproductive health. We place reproductive health care at the center of all that we do—believing that it is not only a fundamental human right, but is critical for expanding life opportunities for women, families, communities, and nations.

In Uganda, our areas of intervention include Reproductive maternal, newborn, child, and adolescent health (RMNCAH), Women-led climate resilience (WLCR), Adolescent and youth economic empowerment, and communicable and non-communicable disease control.

Applications, bids or proposals are invited from interested eligible, competent and reputable firms for provision of goods and services for the period 2025–2027. Bidding will be conducted in accordance with Pathfinder International's Procurement and disposal guidelines and is open to all bidders.

1. Objective
   Pathfinder International seeks to establish a prequalified vendors list for qualified suppliers of motor vehicles, including motorcycles and corresponding spare parts and accessories.
2. Participants
   This invitation for Expression of Interest is unrestricted and targets firms who are able to supply, deliver motor vehicles, motorcycles, and spare parts.
3. Evaluation Criteria for Short-listing
   This EOI aims to compile a short-list of potential suppliers with demonstrated technical and financial capabilities who will be invited to a bidding process. The corresponding tender will be subject to Pathfinder's procurement policies and procedures and is expected to result in establishment of framework agreements and/or contracts for the above.

The following main Pass/Fail short-listing criteria will be taken into consideration:

1. Previous experience with similar sized International NGOs
2. Technical know-how/expertise
3. Financial stability of the organization
4. Administrative documents: Valid Trading license, Tax compliance/Certification, Power of Attorney for Authorized Company representative, and proof of authorized reseller of vehicles and motorcycles
5. Three recommendation letters from reputable clients for supply of vehicles and motorcycles
6. REQUIREMENTS
   The following are required in support of your application, bid or proposal:

   iii. Certificate of Incorporation or Registration

Note: Additional documents may be required for those who qualify to the final stage of selection.

Pathfinder International reserves the right to change or cancel this procurement process or any of its requirements at any time during the process; such actions by Pathfinder will either be posted publicly or directly communicated to all participants, as appropriate. Invitations to Bid and any subsequent agreement or contract will be issued in accordance with the rules and procedures of Pathfinder.

• 4x4 vehicles (including pickup trucks) for field operations
• Motorcycles for community health worker mobility
• Spare parts and accessories to support vehicle maintenance

Key Requirements:

• Proven experience supplying vehicles to international organizations
• Ability to provide after-sales service and maintenance support
• Compliance with Ugandan vehicle importation and registration laws
• Financial capacity to handle large-scale orders
