Pathfinder has received funding from the Government of the United Kingdom of Great Britain and Northern Ireland, through the Foreign, Commonwealth & Development Office, FCDO – Kampala, to implement the ‘Empowering Women for Better Reproductive Health Outcomes Programme’ (EMPOWER) from February 2025 to January 2030. EMPOWER will be implemented in 80 districts in Uganda, to strengthen public sector health systems capacity to deliver maternal health services, mentor health workers on family planning and maternal, child health, and generate demand, while tackling myths and misinformation about family planning, and harmful traditional practices and gender norms that deny women agency over their own bodies.
The interventions are aimed to contribute to a reduction in preventable deaths of mothers, babies, and children, and women and girls’ empowerment through choices about whether and when to have children.
Your Impact: As a Service Delivery & Supply Chain Officer, you will coordinate all activities, including but not limited to family planning/MCH service delivery, outreaches, capacity strengthening, mentorship, community mobilization, stock status monitoring and redistribution, data management and reporting, in the allocated districts/cluster. Reporting directly to the Regional Coordinator, you will co-locate with District Health Teams to ensure alignment of activities and open communication and collaboration. You will also engage with health facility in-charges and medicine management supervisors to support commodity and supply chain management and support data management activities within the district/cluster.
Key Responsibilities:
Cluster coordination:
- Coordinate all Pathfinder engagements in the assigned district/cluster.
- Provide leadership of staff engagements in the assigned district/cluster, ensuring staff presence on duty, and program delivery as per the agreed workplan.
- Coordinate visits by the donor, MoH, program leadership and other stakeholders.
- Report back as appropriate to the Regional Coordinator
Program Delivery:
- Develop work plans to guide program implementation within the district/cluster
- Coordinate program implementation, monitoring and reporting in the assigned cluster, including but not limited to FP/MCH health systems strengthening, joint district planning, support supervision, health worker training/mentorship, service delivery at static outreach sites and by VHTs, community mobilization and engagement, program evaluation.
- Oversee the program coordination with district health teams in all districts of operation, creating and nurturing fruitful relationships with the district leadership; actively participating in district activities
Supply Chain coordination:
- Working closely with the Supply Chain Advisor, and Regional Coordinator, coordinate district and health facilities to ensure close monitoring, reporting and replenishment of the whole range of supplies as well as redistribution for non-interrupted service delivery.
Program Monitoring Evaluation and Reporting:
- With guidance from the Regional Coordinator, work alongside the MEL Officer to support timely and accurate compilation of data from implementation sites; weekly, monthly and quarterly as required.
- Closely follow up to ensure the collection of equity indicators – such as relating to adolescents and youth, refugees, people with disabilities, gender, etc.
- Prepare timely and high-quality reports on program implementation & forward the same to the Supervisor. Provide other information on program implementation as may be requested by the donor, the steering committee, etc.
Financial Management:
- Oversee the district/cluster budgeting and expenditure, keeping track of real time expenditure, and reporting weekly to the Regional Coordinator, expenditure versus budget
- Follow up with district stakeholders to ensure timely and adequate collection of activity supporting documents, prepare activity reports and submit requests for payment to the regional coordinator timely
What You Bring:
- Medical Degree, 6 years of experience in Maternal/child health service delivery 3 of which should be donor funded project work within a district health system.
- Proven experience riding a motorcycle with a valid riding permit.
- Experience in coordinating supply chain at district or regional level.
- Excellent understanding of the national and district health systems.
- Demonstrable collaborative approach including working with Government officials with good negotiation skills, diplomacy and tact.
- Strong coordination, teamwork, collaboration, and conflict resolution skills.
- Experience in program management and administration, financial management, award compliance and sub award management, and tracking activity performance and costs.
- Demonstrated leadership skills in working collaboratively with other donors, host country institutions, and international organizations.
- Demonstrated depth and breadth of relevant technical expertise and experience, interpersonal skills and professional relationships
