Background information

ZOA, in partnership with Cordaid and with funding from the Embassy of the Kingdom of the Netherlands (EKN), is implementing the Agricultural Governance Results Improvement Project (A-GRIP) in the Busoga, Elgon, Kigezi, Lango, and Rwenzori regions of Uganda. One key component of A-GRIP is to promote awareness and uptake of Certificates of Customary Ownership (CCOs) and enhance knowledge of land rights and land dispute resolution through development of context-appropriate Information, Education and Communication (IEC) materials.

To support this objective, ZOA seeks the services of a qualified consultant or consultancy firm to develop, design, translate and illustrate awareness raising materials. The materials will be translated from English to 7 major languages which are Kupsabiny, Rukiga, Rufimbira, Rutooro, Langi,Lusoga and Lugisu. These will be disseminated in communities by sub-county land teams, Area Land Committees, and community facilitators.

Overall Objective.

ZOA Uganda seeks the services of a consultant to develop, design and translate IEC materials on community awareness and understanding of customary land tenure, land rights, and the process of obtaining Certificates of Customary Ownership (CCOs).

Specific objectives.

  • Develop simplified and visually engaging awareness raising materials tailored for local communities on customary land rights, CCO registration process, and dispute resolution.
  • Translate materials into relevant local languages to ensure accessibility and inclusivity that effectively communicate the importance and benefits of CCOs across different sub-regions.
  • Validation of the developed materials with the district local governments, MLHUD and implementing partners.

The Assignment

ZOA Uganda will provide initial activity details with the consultant expected to undertake the following activities in close coordination with ZOA AGRIP Project staff. The expected output from this consultancy services is production of simple yet effective, eye catchy and easy to understand content on customary land tenure system. The consultant shall develop, design and translate materials in a comprehensive manner for printing.

The Specific tasks are;

  • Developing content on CCO processes, information on ADR, land rights, customary land ownership, summary of laws, about land context specific to the regions of operation.
  • Translation of content from English to Rukiga, Rufumbira, Lusoga, Langi, Lugishu, Rutooro and Kupsabiny.
  • Development of illustrations to represent the information on CCO processes, information on ADR, land rights, customary land ownership, summary of laws, about land context specific to the regions of operation.
  • Design and layout content on A3 Posters and brochures in all the 8 languages.
  • Pre-test the materials amongst the intended audiences from Lira, Alebtong, Mbale, Bulambuli, Bududa, Kapchorwa, Buyende, Kamuli, Kisoro, Rukiga, Bunyangabu, Kyenjojo, Kabarole, Kamwenge.
  • Activity report on pretesting the materials.

Timeframe

The consultant will complete the assignment within 25 days from the date of contract signing.

  1. Inception and planning - (3 days)
  2. Content development and design – (7 days)
  3. Translation and illustration of the content – (10 days)
  4. Validation and finalization – (5 days)

Budget

All costs related to the consultancy activity will be submitted to ZOA Uganda by the consultant in form of financial proposal in response to this ToR. Payment will be issued in instalments and final payment to the consultant will be made after the delivery of the final materials and are approved by ZOA Uganda. The budget should cover costs for: development, design and translation costs, related taxes, costs related to field IEC materials pretesting operations, transportation among others.

Division Of Responsibilities

Roles and Responsibilities of the Consultant/consulting firm.

  • Submit the technical and financial proposal with clear proposed activity methodologies.
  • Develop activity workplan.
  • Draft and finalize content in consultation with ZOA for content reviews.
  • Ensure accurate and context-appropriate translations.
  • Provide regular progress updates to the ZOA AGRIP project team.
  • Attend and facilitate the validation session.
  • Provide all deliverables including final activity report and ready to print materials to ZOA Uganda as per the agreed timeframe.
  • The consultant will be required to adhere to ZOA policies and Code of Conduct.

Roles and Responsibilities of ZOA Uganda

  • Guidance and provide technical support as required throughout the activity.
  • Coordinates all phases/stages of the activity.
  • Effect payments of the services as per the contract agreement.
  • Review and approve inception reports, content, designed posters and brochures and other relevant documents/requirements.
  • Review the draft content materials and provide feedback to the consultant / consultancy firm.
  • Approve all final deliverables and disbursement of payment to the services as per the contract agreement.

Qualification Of the Consultant / Consultancy Firm.

Qualified consultant / consultancy should:

  • Proven expertise in IEC material development for rural/community audiences.
  • Experience with translation and illustration for multi-lingual settings in Uganda.
  • At least 5 years of experience in similar assignments, preferably in land rights, governance, or agriculture.
  • Demonstrated graphic design and illustration capacity.
  • Ability to work collaboratively and deliver high-quality products on time.

Application Process and Requirement

The interested applicants on the consultancy services should adhere to the following application process and requirements:

The proposal should not be more than ten pages, excluding the supporting documents and will have the following contents:

  • The capacity statement describing how they meet required qualifications and competencies including summary of similar assignment previously conducted
  • Expression of interest describing how they understood the consultancy assignment.
  • Description of methodology, sampling strategy, approach to
  • Assignment work plan.
  • Financial proposal that includes are expected assignment costs
  • Team composition with their qualifications and roles in the assignment (Annex the CVs of key team members)
  • At least 3 Samples of similar assignments (IEC picture cards, books) that have been produced by the consultant, in soft copies (this will be treated as confidential and only used for the purposes of quality assurance and verification)

Confidentiality.

The consultant / consultancy firm shall protect the confidentiality of those participating in all stages of the assessment. All information and data acquired from documents, during interviews and meetings are confidential. The assessment deliverables and all materials linked to the assessment, produced by the consultant / consultancy firm remains the property of ZOA Uganda and must not be shared with third parties without approval from ZOA Uganda.
