Key Result Areas
• Support MJAP and Partner Institutions to develop Monitoring and Evaluation plans and budgets
• in line with the M&E project guidelines.
• Provide Technical Assistance to develop and implement strategies for building the capacity of the
• project staff to conduct evaluation activities that will inform and improve the project
• implementation and achievement of project goals.
• Build the capacity of the supported health facilities Data/Records personnel to prepare, compile
• and present periodic Monitoring and Evaluation reports to inform program design and make
• improvements in line with project guidelines and MJAP’s guidelines.
• Take lead in identifying, documenting and sharing best practices, innovations and research related
• findings; to project activities to improve performance and HIV service delivery.
• Collaborate with MoH, districts & IDI teams to develop/review quality management tools,
• strategies and activities to increase project performances and results in line with project’s stated
• objectives and outcomes.
• Take a lead role in overseeing data collection, collation, storage, analysis, and reporting,
• ensuring that data is of high quality and audit worthy.
• Participate in writing M&E Reports; program indicators and other relevant documents
• Conduct joint supervision visits with KCCA and IDI to monitor the use of the Quality assurance
• reporting system; assess the quality of data collected by the M&E teams and other focal persons,
• and verify the accuracy of reported data.
• In liaison with the M&E Coordinator, develop/review and implement plan for data access,
• analysis; and summarise information on all project areas and processes.
• Conducting data verification and quality control & improvement activities at health facilities to
• ensure quality DHIS2, HIBRID, PIRS, ODK (includes HIBRID-DHIS2 synchronization)
• Participating in the planning for dissemination and lessons learned and present results of
• program achievements and outputs in written reports and at conferences and meetings
Qualifications, competencies & skills
• Bachelor’s Degree in Statistics, Quantitative/Development Economics, Computer Science
• Post- graduate training in Program Monitoring and Evaluation is an added advantage
• 4 years’ working experience in program monitoring and evaluation programs that support
• strengthening health systems and HIV service delivery programs
• Knowledgeable on MoH and National frameworks; experience with UGEMR, DHIS2, HIBRID, DATIM
• and GIS tools for Health service mapping
• Knowledge of MER PEPFAR indicators will be an additional advantage;
• Knowledge of common Statistical analysis and database management packages Ms Access, Ms Excel,
• STATA, SPSS, EPiDATA; ODK
• Comprehensive knowledge of error resolution in data entry
• Demonstrated expertise in both quantitative and qualitative research methods (including visual
• analysis using maps)
• Ability to monitor data collection and data entry into management systems; including conducting Lot
• Quality Assurance Sampling (LQAS); data collection and write good project reports and plans.
• Strong IT skills (generic applications, internal communications systems, and software packages

• The objective of recruiting a Data Manager is to manage the quantitative data collected. Therefore, the project seeks to recruit a professional who will be responsible for managing the study data.
The Data Manager will;
• Participate in the design of the data collection tools, data collection, and analysis
• Take lead in the design of electronic data entry/capture files/ formats
• process data collection, and completing data collection tools
• Take lead the development of data collection and data management standard operating procedures
• Prepare regular checks on study data to help project management teams monitor data flows and data quality issues during the conduct of a study.
• Ensure accuracy, accessibility and data security and confidentiality, and storage of study data files and subject records.
• Participate in the preparation and execution of dissemination activities. These will include the preparation of technical reports, publications, blogs, PowerPoint presentations and engaging in-country stakeholders in dissemination activities.
• Participate in manuscript writing.

• Demonstrated experience in analytical skills and data management for projects of similar size and design.
• Ability to work independently with minimal supervision, strong interpersonal communication, and ability to work with diverse sectors as well as meeting deadlines.
• Ability to process, analyse, and present study results in a quality publishable format.
• Experience in database design and data management.
