JOB DETAILS:
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is owned by the Federal Republic of Germany and implements commissions for the German government and other national and international, public and private sector clients within the framework of the international cooperation between the Federal Republic of Germany and the Government of Uganda. The GIZ Energy and Climate Programme/ Cluster in Uganda, supports the Ugandan Government, through the Ministry of Energy and Mineral Development (MEMD), to promote use of renewable energy and energy efficient technologies and practices, increase access to clean energy, enhance sustainable use of natural resources, as well as to implement climate friendly policies. Programme/ Cluster activities are carried out under different commissions or projects funded/commissioned by various donors and co-funded by the German Federal Government.

On behalf of the European Union (EU) and the Federal Ministry for Economic Cooperation and Development (BMZ), GIZ will implement the project “Sustainable Development of the Mining Sector”.

The project seeks to contribute to the EU's implementation of the Critical Raw Materials Act by fostering international trade partnerships, diversifying investments, and promoting stability through the EU Global Gateway strategy. It also aligns with and supports Uganda’s national development strategy for the mining sector to promote investment and further enhance private sector driven growth, ensuring a positive impact on economic and social development. The project will implement interventions focusing on 1) promotion of international and domestic investments into the mining sector; 2) supporting formalisation of the artisanal mining sector, 3) strengthening capacities for mineral processing and value addition, and 4) enhancing the capacities of relevant authorities to exercise their oversight function and 5) increase application of responsible sourcing standards in the mining sector. The project will be implemented as part of the regional programme “Cooperation for peace, security and responsible natural resource governance in the Great Lakes Region of Africa”.

GIZ Uganda is recruiting an Advisor on Mine Site Inspections and Responsible Sourcing to support in the implementation of its project.

Knowledge, skills and competences
• Broad knowledge and understanding of the Mining sector in Uganda, with a focus on mining sector oversight, compliance and responsible sourcing.
• Knowledge of international and regional due diligence frameworks, including EU Conflict Minerals Regulations, ICGLR Regional Certification Mechanism, OEDC Conflict Minerals Guidance.
• Excellent English communication skills, both orally and written.
• Outstanding presentation skills.
• Computer literacy with good knowledge of MS Office (especially Word, Excel, PowerPoint and relevant GIZ project management tools (OnSite Operations).

Responsibilities
A. Key Responsibilities
The Advisor will be responsible for:
• Coordinate the implementation of all project activities related to mining sector oversight, ensuring compliance with local and international regulations, safety standards, and environmental guidelines. This includes promoting responsible sourcing and traceability within the sector.
• Support the digitization of oversight processes within the mining sector (license management, reporting, certification, traceability), to ensure streamlined and timely reporting of findings to relevant stakeholders.
• Provide technical advice to project partners (public, private, NGOs, academia) on mining sector oversight, responsible sourcing and traceability in the mining sector.
• Collaborate with partners in Uganda, including the Directorate of Geological Survey and Mines (DGSM) for planning, implementation and monitoring of project activities.
• Promote gender responsive approaches in the activities to be developed.

B. Specific Tasks
The Advisor performs the following tasks:
Technical and Policy Advise
• Advise DGSM and other oversight authorities on the development of procedures and tools for mine site inspections in compliance with local and international regulations, safety standards, and environmental guidelines.
• Develop and conduct capacity development measures for supply chain actors and oversight authorities on compliance requirements for; mine management, responsible sourcing, OHS and environmental protection.
• Support the implementation of the ICGLR's Regional Certification Mechanism by providing technical support on compliance and export certification processes.
• Collaborate with stakeholders to identify and implement digital tools for mine site inspection, reporting, license management, certification, and traceability.
Project Management and Coordination
• Support the coordination and implementation of the project activities in accordance with the project objectives, GIZ procedures, rules, quality standards, and existing agreements.
• Support the development, implementation and monitoring of workplans for the project in close collaboration with relevant sector stakeholders.
• Preparation and management of contracts and grant agreements with partner companies, and NGOs as well as consultancies.
• Contribute to the review and quality control of the work and deliverables of national and/or international consultants commissioned by GIZ.
• Support knowledge management, monitoring, evaluation and learning (MEL), reporting-related activities as well as knowledge transfer to the project partners and within GIZ.
Stakeholder Management and Communication
• Maintain a good flow of communication and information sharing within the project team and the relevant project partners (MEMD, DGSM, private sector, line ministries, agencies, etc.
• Support cooperation, regular dialogue, exchange and networking opportunities with all project stakeholders and within the project team.
• Support research activities, information gathering and innovative ideas on relevant topics.
• Contribute to writing project reports, meeting minutes, policy briefs, presentations, etc.
Other Duties/Additional Tasks
• Participate in the project, respective GIZ Clusters in Kampala and Kigali, as well as GIZ Uganda related activities and strategic planning events, such as meetings, team building events, team retreats, etc.
• Perform other duties and tasks at the request of management.

Qualifications
• Bachelor's degree in Mining Engineering, Environmental Science, Geology, Natural Resource Management or a related discipline.

Details of experience
• 5 years of professional working experience in a similar position in the mining sector.
• 5 years of active engagement topics related to responsible sourcing, compliance with environmental, social and governance standards, and due diligence.
• Prior experience in project management and monitoring and evaluation, reporting and budget management.
• Experience in stakeholder management and developing positive working relationships with government agencies and the private sector.
