Jeeva Consult International is a private consultancy firm that was incorporated in Uganda in 2009. The firm is multidisciplinary/multi-sectoral in nature with superior expertise and advantage that delivers high quality outputs, in time, and within available budget. We work with a wide range of clients who include; International Non-Governmental Organisations, Uganda NGOs, Education Institutions, Donors, Policy Makers as well as Government Departments.

We offer professional services in areas of monitoring and evaluation, project planning and management, policy design and analysis, strategic planning and development, training and capacity building, systems analysis and design, market & social research, developing of M&E Frameworks /systems, capacity development and strengthening to mention but a few.

Over the past eleven (13) years, we have implemented consultancy projects for different clients in Uganda, South Sudan and Somalia specifically in; education (learning outcomes measurement), water sanitation and hygiene (WASH), agriculture / livelihoods, health (SRHR, Mental health, MNCH), governance and human rights, Gender based violence, gender and women development, youth livelihood development, renewable energy and climate change adaptation, food security and resilience, child labour, among others. We have implemented over 50+ consultancy assignments in East Africa. See our website www.jeevaconsult.com for more details. We currently have eleven (11) full-time staff with a compliment of over 50 part-time field staff, over 20 Associate Consultants/Professionals and working with three (3) collaborating partners. The company has expanded and currently operation in 4 other countries of South Sudan, Kenya, Rwanda and Tanzania.

Purpose
The company has a field operations department which is charged with managing all data collection processes for the different consultancy projects. The field operations department works with a team of data collection team (referred to as Field Research Assistants) and Field Supervisors who are recruited from different parts of the country. The field operations department is also charged with processing, managing and protecting all the data collected from the survey participants. The department is headed by the Field Manager who supervises and oversees all field operations. As an Assistant FO, h/she is charged with the direct organizing and arranging all field work related tasks and activities which include; ensuring that a competent team of FRAs and Field Supervisors is recruited and deployed, technically trained in all the data collection procedures and quality data is collected in the targeted communities from the targeted respondents/participants. This position therefore requires the staff member to perform day-to-day tasks in relation for data collection in the field.

Roles and Responsibilities
Under the supervision of the Field Officer / Field Manager, the Assist Field Officer will be responsible for the following tasks,

Selection of Field Teams
• Conduct a Recruitment Needs Assessment (RNA) for field teams (based on need) and share with the FM before a request for recruitment is submitted to HR to kick-start the recruitment process. The RNA report should be accompanied with the Personnel Requisition Form (RRF) detailing the roles for the field teams being recruited
• Working with the HR department, support in the shortlisting of field teams (including FSs, and FRAs).
• Working with the HR department, ensure that there is a regularly updated list of field teams for all the different regions and districts were the company has activities.

Training and Orientation of Field Teams (FRAs and Supervisors)
• Support in planning for training/orientation of field teams by developing Field Training Agenda/Timetable, Field Training Manual and protocols and share them for review and approval
• Ensure that all required training/orientation materials are availed during the training
• Support in the training and orientation of field teams
• Support in ensuring that records of field team’s attendance during training/orientation are taken and records are well kept and maintained
• After trainings/orientation sessions, support in conducting training evaluations to assess individual abilities and performances before deploying the field teams to the field. The evaluations should also check on the ability of the trainers to deliver quality training/orientation.
• Ensure that training materials are well kept
• Prepare and submit field teams training/orientation reports for review and approval.

Deployment of Field Teams
• Support in selecting and assigning field teams to different project sites while ensuring that adequate numbers of field members are deployed
• Support in developing the Field Work Itinerary (FWI) for review and approval before any field deployments are done
• Ensure that all required logistics during field work data collection are provided to the field teams in a timely manner. This including working with the DMO to ensure that data collection gadgets and accessories are provided to the field teams
• Working with the Administration team ensure that all required logistics for field work are deployed in time

Field Work Supervision, Monitoring and Reporting
• Ensure that the Field Work Supervision and Monitoring Plan as well as standard operating field protocols are followed to guide all field work supervisions
• Support in field work supervision and monitoring of field teams for the different projects.
• Prepare and submit field supervision reports at the end of every field work data collection exercise for review and approval
• Review all field supervision reports from Field Supervisors (FSs) and ensure that they have all the required information and provide feedback to FSs for any queries raised to be corrected. After reviewing and ensuring that all the reports meet the minimum requirements, then submit them.
• Prepare an overall Field Supervision Report using the approved format/template consolidating all the other Field supervision reports and submit for review and subsequent submission approval

Budget Management
• Support in developing field budgets for different consultancy projects
• Support in developing the Field Departmental budgets while identifying specific items to be procured
• Prepare for processing of payment for field related costs and expenses
• Prepare accountabilities for payments made as well as respond to any queries raised by Finance

Capacity Development of Field Teams
• Design and continuously review and submit for approval the roles and responsibilities of the FSs and FRAs.
• Working with the FM and HR design and organize training and orientation programs for Field Supervisors to continuously improve their capacity in conducting field work supervision.
• Ensure that FSs are time and again provided with up-to-date information from management on any changes and innovations within field work supervision and management
• Working with FM, manage and attend to any conflicts related to field work and raise any disciplinary concerns to HR through the FM for redress. A conflict resolution plan/flow should be designed at departmental level before involving the HR department. Any conflicts forwarded to HR should be accompanied by a report on the matter, steps taken to address the issues and areas that need further redress by the HR.
• In addition to the above roles and responsibilities, the AFO may be assigned others roles by the FM and the MD from time to time.
