About the Stimulating Agribusiness for Youth Employment Project.
Heifer International in partnership with Mastercard Foundation, and four local partner organizations is implementing the Stimulating Agribusiness for Youth Employment - SAYE project in Busoga sub- region from 2023 2029. The project targets 11 selected districts in Busoga sub-region, Eastern Uganda: Jinja, Mayuge, Iganga, Kamuli, Kaliro, Namutumba, Bugweri, Luka, Buyende, Bugiri, Namayingo.

The goal of the SAYE Project is to improve the socio-economic wellbeing and resilience of young people in Busoga sub-region by 2029. The project targets to reach 250,000 young people between 16-35 years (70% females, 3% youth with disabilities). The project will further the Mastercard Foundation's Young Africa Works Strategy (2018- 2030) by addressing employment challenges in Busoga sub-region. SAYE will take two pathways towards job creation; the agri-hub development and MSME promotion to deliver three major outcomes: 1) Increased access to and utilization of market relevant skills among youth; 2) Increased growth of youth-led agriculture and service-based enterprises; and 3) Increased participation of youth in decision making, resource allocation, and utilization.

To deliver on this goal, Heifer Project International- Uganda is currently seeking to fill the below vacant positions to support on project implementation.

Position Title: Gender & Safeguarding Specialist
Reports to: Project Director
Location: Jinja
Travel Required: 50% Annually

Function:
This is a key management position within the project structure and directly reports to the Project Director. The Gender & Safeguarding specialist will provide technical direction, oversight, and leadership to create and maximize opportunities to mainstream gender and safeguarding through direct project activities. He/she shall ensure that program implementation emphasizes inclusiveness and responsiveness to the needs of young women as well as providing a safe environment and a robust community feedback and response mechanism.

The scope of work of the Gender & Safeguarding specialist shall require experience and in depth understanding of conducting gender and safeguarding assessments and analyses, designing approaches that address the youth, women, and girls economic, social, leadership and reproductive health issues. The specialist will be expected to have in depth understanding of the country and regional context of Busoga. He/she will build capacity of project staff, local organizations, small & medium sized enterprises and relevant partners on gender inclusion related issues, tools, and approaches as well as technical assistance for the delivery of a gender transformative. She/He will be responsible for overseeing all areas of safeguarding to include policy formulation and implementation, raising awareness, training on compliance, advise and support to teams within the consortium as well as downstream partners to ensure that safeguarding is embedded in all stages of the program lifecycle, from design to completion in a manner that meets local and global standards.
