Job Purpose:
We are looking for a dedicated Grants Manager to ensure financial accountability and accurate reporting by Implementing Partners (IPs) within aBi’s Grants Management System (GMS). This role involves training and supporting IPs to input data into the GMS, acting as a vital link between aBi and the IPs’ financial staff, including conducting onsite assessments during field visits. The Grants Manager ensures that aBi funding is not misused, is accurately accounted for, and aligns with grant budgets. Responsibilities include reviewing IP accountability and the GRASP programme bank account, authorizing disbursements once previous amounts are accounted for, and providing financial performance information to program staff. The Grants Manager supports the annual external audit process for IPs and ensures that all financial budgeting and reporting for GRASP is complete and sound, working closely with the Chief Finance & Operations Officer to enable comprehensive financial decision-making. This role maintains a close working relationship with the Programme Director (GRASP) for effective grant management.

Scope of Responsibilities:
• Under the leadership of the Chief Finance & Operations Officer, manage a robust grants management system for managing and financial reporting of projects to ensure grant objectives are achieved:
o Keep up-to-date with developments in international best practice in grants management, donor requirements, and relevant legislation.
o Maintain an up-to-date database of grantees for financial monitoring and reporting.
o Provide information to ensure timely decision making.
o Provide user feedback on the Finance aspect of GMS system to the Technical Manager considering system functionality; liaise with ICT team to continuously develop and improve the financial management sections of the GMS, and provide technical assistance to all users.
o Participate in the development and improvement of systems, policies, the IP financial guidelines, procedures and practical tools, for supporting effective grant management of IPs, including being part of the Funding Window Management Team in order to develop and seek approval for a funding window and develop financial aspects of the partner selection criteria.
o Success will be measured by aBi’s Grant Management System being effective in meeting donor requirements and ensuring best practice; a database of all projects detailing status (running, closed, pipeline) being in place and up to date; and IPs being compliant with aBi financial reporting requirements as described in the Financial guidelines.

• Compliance and Risk Management:
o Check IP accountability, verifying expenditure, ensuring compliance with all aspects of the risk management matrix pertaining to grants; includes checking IP contracts before signing to ensure financial content is correct.
o Build a culture of compliance with IPs, balancing the need to hold them accountable, with being supporting and coaching.
o Coordinate and oversee annual external audits acting as a link between the IP and the external auditor to ensure the IP is prepared for the audit and the exercise progresses smoothly.
o Success will be measured by IPs being compliant with their obligations (financial guidelines); a good relationship being developed with IPs; and timely expenditure reports guiding compliance.

• Grants Program Support:
o Contribute to the design and appraisal of new projects/programme and provide procedural guidance and oversee budget development process at proposal writing stages.
o Ensure that aBi funds are used according to their intended purpose by providing thorough and diligent oversight.
o Take assertive corrective action as required, reporting any difficulties to the appropriate accountable manager.
o Liaise with the department and project managers in order to understand project implementation plans and potential partnering requirements.
o Success will be measured by grant management and grantee procedural guidelines being in place, approved, and followed; and audit findings indicating appropriate use of funds with any necessary corrective action taken in a timely manner.

• Information Management and Reporting:
o Ensure that assessments of financial capacity have been carried out for all of aBi’s potential partners according to procedures for due diligence as per Funding Manual.
o Support project managers and the Evaluations, Performance & Results Department with financial information and insight as they make appropriate decisions concerning partners and draw up contracts.
o Liaise with Finance team to ensure timely payment only when accountability requirements are met and to reconcile IP unaccounted funding at year end, liaising with Programme Director and program team to resolve any IP accountability issues.
o Ensure annual financial reviews and financial project completion reviews are carried out on a timely basis; generate financial reports, conduct monthly reconciliations & analysis; highlight any concerns to management.
o Success will be measured by Grants Management Team workplans being responsive to the needs of aBi’s program and project managers; due diligence exercises being carried out for all proposed projects; and financial reports in GMS being reconciled quarterly for the project accounts.

• Program Support:
o Provide start-up training & orientation to IPs on grants management and using the GMS correctly.
o Liaise with project team to coordinate & conduct quarterly monitoring & support visits.
o Review financial accountability of IPs quarterly; support them to upload into the GMS.
o Success will be measured by partner capacity building plans being in place and implemented in a timely and impactful fashion.

• Financial Budgeting & Reporting:
o Provide costing analyses/forecasts for GRASP.
o Ensure that annual budgets for GRASP are entered into the accounting system to support subsequent reporting.
o Review and manage GRASP monthly expenditure to ensure it is in line with budget, and carry out top-level checking of financial reconciliations contributing to fraud prevention and risk.
o Success will be measured by timely communication of significant actual and/or forecasted deviations from budget; and timely and accurate financial reporting.

• Team Leadership:
o Communicate to the Grants Management Team a clear and exciting vision for the work of the organisation and the importance of their personal contribution.
o Ensure the Grants Management Unit is resourced with staff and consultants with the expertise necessary to deliver on strategy.
o Plan and organise the work of the team to accomplish strategic & project goals and targets in efficient and impactful manner possible.
o Ensure that each team member is provided with clarity concerning expectations; provide training, coaching and accountability to support them in achieving results and delivering required standards and behaviour.
o Notice and cultivate talent; ensure delivery of an engaging leadership style that motivates team members and encourages high performance.
o Success will be measured by measures of organisation climate indicating employee engagement above 50th percentile; and 360-degree feedback from staff and IPs indicating that the leader behaviours listed are being delivered.
• And other duties as requested by the Chief Finance & Operations Officer.

Requirements of the Role:
• Educational Qualifications:
o First degree in Accounting and/or Business Administration.
o ACCA or CPA.
o MBA is added advantage.

Job Related Experience and Knowledge:
o 4-6 years post-graduation experience working in the finance environment of a donor funded organisation.
o Proven ability to carry out performance measurement.
o Strong analytical skills.
o Considerable knowledge of principles and practices of accounting and ability to apply them.
o Knowledge of current industry trends in financial and business management (agribusiness preferred).
o Data management skills; experience in developing and managing financial information systems.
o Experience in working for international development organisations, giving insight into donor expectations and reporting requirements.
o Experience in training / capacity building managers in finance management.
