Project Background

The Global Green Growth Institute (GGGI), headquartered in Seoul, Republic of Korea, is an intergovernmental organization focused on promoting sustainable development in developing and emerging countries. GGGI is committed to advancing the green growth model, which combines economic growth, environmental sustainability, poverty reduction, and social inclusion. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, are low carbon and more resilient to climate change. In line with the same, GGGI actively develops and implements a range of technical support activities on Article 6 for its members.

Carbon markets, including voluntary and Article 6 mechanisms, can play a crucial role in closing the financing gap for the implementation of Nationally Determined Contributions (NDCs) in Eastern Africa, while simultaneously fostering socio-economic development.

At COP 29 in Baku, the rules for Article 6 of the Paris Agreement were finalized, establishing clear frameworks for carbon market mechanisms and ensuring transparency, environmental integrity, and robust monitoring systems. This progress is critical for scaling up global climate action and achieving NDCs through international cooperation and financing.

Uganda has shown a strong commitment to addressing climate change through the enactment of the Climate Change Act of 2021, which provides a robust legal framework for engaging in carbon markets. The Climate Change (Carbon Market) Regulations 2024 guide Uganda’s participation in both voluntary and compliance carbon markets, ensuring alignment with the country's NDCs. Uganda’s Updated NDC (2022) targets a reduction in greenhouse gas emissions by 24.7% by 2030, with a focus on key sectors such as energy, agriculture, transport, waste, and forestry. Additionally, the NDC includes adaptation strategies designed to protect vulnerable communities through improved water resource management, agricultural resilience, climate-proof infrastructure, and strengthened health systems.

The private sector plays a vital role in Uganda’s carbon markets by driving innovation, investment, and the implementation of projects that contribute to achieving the country's climate goals. The Ministry of Water and Environment (MWE), along with its Climate Change Department (CCD), oversees Uganda's climate action, including the operationalization of carbon market mechanisms. As the Designated National Authority (DNA) for Article 6, the MWE-CCD is responsible for ensuring Uganda’s effective participation in international carbon markets.

To ensure the successful implementation of carbon market activities, a multi-sectoral taskforce has been established, including representatives from government, the private sector, civil society, and other key stakeholders. This taskforce provides strategic guidance and ensures compliance with both the Climate Change Act and international carbon market regulations under Article 6 of the Paris Agreement.

In collaboration with Uganda’s MWE-CCD and funded by the European Union (EU), the GGGI is implementing a project aimed at operationalizing Article 6 of the Paris Agreement in Uganda. As part of this initiative, GGGI is seeking an individual International consultant to support the MWE-CCD in the effective operationalization of Article 6 mechanisms and the country’s participation in carbon markets.

Objectives of the Assignment

The objective of this consultancy is to establish a structured approach and implement capacity building and develop knowledge products, policy briefs to guide stakeholders, including government policymakers, private sector actors, and NGOs, in implementing Carbon markets, including voluntary and Article 6 mechanisms

Through this consultancy, the aim is to strengthen stakeholder capacity, ensure effective implementation of Article 6 mechanisms, and foster an informed and collaborative approach to Uganda's climate action efforts.

Scope of Work:

The consultant, under the supervision of CCD and GGGI, will be responsible for the following three key workstreams aimed at building capacity, developing knowledge products, and facilitating technical learning for stakeholders in the implementation of Article 6 mechanisms in Uganda:

1. Capacity Needs Assessment for Key Stakeholders

  • Conduct a capacity needs assessment through surveys, interviews, and consultations with key stakeholders (government, private sector, and NGOs) to identify knowledge, skills, and resource gaps regarding Article 6 and carbon markets.
  • Analyze the findings to understand the specific needs of each stakeholder group.
  • Compile the results of the capacity assessment and identify priority areas for training and development.
  • Develop a capacity-building roadmap based on the assessment, outlining key areas for intervention and timelines for addressing gaps.

2. Development of Knowledge Products

  • Engage stakeholders through consultations and workshops to identify policy gaps and priorities for implementing Article 6 mechanisms. This may include one-on-one meetings, focus groups, or virtual consultations.
  • Develop an outline for policy briefs that address the identified gaps and provide actionable recommendations for different stakeholder groups.
  • Draft the first round of policy briefs, focusing on key issues such as carbon market regulations, mitigation activity design, and reporting frameworks.
  • Create additional knowledge products (e.g., toolkits, manuals, explainer documents) on complex topics such as carbon market structures, emissions reductions, and corresponding adjustments.

3. Stakeholder engagement: Trainings, Webinars, and Workshops

  • Organize and facilitate trainings, webinars, and workshops on technical subjects such as the fundamentals of Article 6 and carbon markets, carbon market regulations, Mitigation Activity Design, project idea development, corresponding adjustments, and reporting requirements, as defined by MWE-CCD.
  • Promote knowledge sharing and partnerships by facilitating discussions and networking opportunities that allow stakeholders to exchange best practices, lessons learned, and insights on the effective implementation of Article 6 mechanisms.
  • Provide technical expertise and support throughout these events to ensure stakeholders gain the necessary skills to engage effectively in carbon markets and contribute to Uganda’s climate goals.

These workstreams will enable Uganda to build a strong foundation for engaging with Article 6 mechanisms, enhance stakeholder capacity, and foster a collaborative approach to achieving climate action goals.

3.3 Create 2 additional knowledge products (e.g., toolkits, manuals, explainer documents) on selected complex topics such as carbon market regulations, mitigation activity preparation and design, corresponding adjustments, etc

3.4 Prepare detailed agendas and training materials for the trainings, webinars, and workshops on technical topics

3.5 Conduct 2 training workshops and 2 webinars for government policymakers (NDC sectors and coordinating entity), private sector actors, and NGOs

Final report

4.1 Document lessons learned and prepare a final report on the consultancy, including recommendations for ongoing capacity building and future steps for operationalizing Article 6 in Uganda.

NOTES:

1. Cost for workshops

Costs related to workshops (excluding the time expenses) will be covered by GGGI on an actual basis following GGGI’s cost norms for the relevant year. Workshops need to be pre-approved by GGGI based on a concept note, suggested participant list and accompanying budget. The consultant will need to fully support the workshops’ preparation and documentation.

2. Cost of travel 

Costs related to travel with the exception of costs for commuting within Kampala will be borne by GGGI. If the consultant engages other third-party colleagues, on this assignment, he/she shall be liable for their travel and accommodation arrangements.

3. Reporting arrangements

  • The consultant shall be supervised by the Project Manager within GGGI and the Head of Mitigation in CCD.
  • The consultant’s work progress will be monitored primarily through periodic review meetings, as jointly agreed, and specified in the inception phase. The consultant is also expected to regularly update on progress on deliverables to date; and actual achievements made against the timeline set.
  • The Consultant shall submit the Final Report which should reflect the outcome of all activities prepared by the consultant. The report should also give recommendations for further activities to be carried out in order to ensure long-term sustainable development of the measure.
  • All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
  • The Consultant shall submit the report in both hard copies and electronic versions readable by a Microsoft Office application.
  • All outputs must be in English. In addition, the Consultant may be required to submit the outputs in other languages. 
  • The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report. 

                          

Expertise Required

The description of required expert may be split into following parts:

Academic Qualifications:

Advanced university degree (Master’s degree or equivalent) in economics, engineering, sustainable development, environmental studies, climate science, social sciences or related field. A first-level university degree in combination with an additional (2) two years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  1. At least 10 years of progressive experience in climate change, international carbon markets, environment and natural resources management (the Clean Development Mechanism, Article 6 and the Voluntary Carbon Markets, etc.)
  2.  Demonstrated understanding and experience in building capacity of institutions on climate change policy, mitigation, resilience, climate change negotiations or partnerships is also required
  3. An established track record in developing technical papers and reports for backstopping national policy makers on priorities relevant for the country and Africa is a requirement;
  4. Demonstrated experience and understanding of the UNFCCC, Paris Agreement and global carbon trading frameworks such as ETS, CAT, REDD+ or CDM is a distinct advantage.
  5. High level of research competence and up to date current research and best practice in producing policy recommendations on climate change issues is required
  6. Excellent oral and written communication, analytical and presentation skills in English
  7. Good time management and organizational skills to prioritize workload and meet tight deadlines.
