Summary
The MEAL Volunteer will be responsible for ensuring technical and monitoring rigor in the planning and scaled execution of projects being implemented at the national, regional, district, and primary healthcare levels. Additionally, liaising with District staff, other partners, and donors regarding technical strategy, monitoring, and evaluation of project deliverables and targets.
Background
The mission of Health Access Connect is to link remote communities to healthcare. HAC currently pursues this mission through four programs:
1. Medicycles: We help remote communities bring government health workers and their medicines to their villages monthly. In these outreach clinics health workers give HIV testing, anti-retroviral treatment, immunizations, perinatal services, family planning, and many other services available in rural health centers.
2. Treat & Teach: We improve access to family planning in the communities of Masaka and Kalangala districts by a) providing low-density high-frequency certificate training to health workers, b) setting up outreach clinics in remote communities, c) generating demand by collaborating with community health workers (VHTs), and d) reducing commodity stock outs by providing buffer stocks and improving commodity tracking at partner health facilities.
Essential Duties & Responsibilities
The MEAL Volunteer will:
● Work with program teams to implement monitoring strategies and action plans to ensure continued monitoring of program achievement against targets.
● Support teams to implement appropriate systems and tools to conduct monitoring activities.
● Work with the district Biostatistician to ensure effective support to facility staff to ensure timely and accurate data on the USAID DIV program is entered into the district HMIS/DHIS2 and HAC PowerBi Dashboard/spreadsheet.
● Plan and conduct routine data quality assessments for health indicators to ensure that quality data is timely and available for visualization, reporting, and decision-making by program manager and coordinators.
● In collaboration with program staff and counterparts, support the implementation of M&E strategies and framework.
● Ensure evaluation tools are implemented in the field for data collection with fidelity and consistency.
● Implement data quality improvement protocol, systems, and tools as required by the project.
● Support the implementation of data management systems for each project with clear tools, processes roles, and responsibilities.
● Ensure adherence to IRB and ethical guidance in all evaluation and research
● Participate in analysis of data (e.g. routine data, evaluation results, or learning activities) and regular review of the process against indicators and performance monitoring plan
● Contribute to the program reporting and related documentation needs for assigned technical areas.
● Support in identifying training needs and conducting capacity building for the facility health workers, VHTs, and HAC program staff.
● Ensure continuous availability of updated data collection tools including the standardized HMIS reports at the health facilities and with the VHTs.
● Maintain a robust and up-to-date health database to support the availability of real-time data and continuous monitoring and evaluation of health program activities.
● Produce quality reports and update dashboards with key findings that foster learning and decision-making.
● Support the RM&E Coordinator in designing data collection tools and conducting project evaluations and field-level surveys such as client satisfaction surveys, client feedback surveys, etc.
● Other duties as assigned by the supervisor contribute to the realization of the program deliverables.
● Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
Background & Qualifications
Required
● Bachelor’s Degree in Public Health, Bachelor of Science in Economics, Bachelor of Statistics, Bachelor of Science in Quantitative Economics, or any other relevant subject.
● A Postgraduate diploma in M&E is an added advantage.
● Minimum 3-4 years of experience from an NGO working with multiple health projects in remote areas within Uganda.
● Excellent computer skills with all Microsoft Office programs (MS Word, PowerPoint, Excel)
● Experience in Preparing and Translating Questionnaires, Data Collection, and Data sorting.
● Skills in Data Analysis and Data Visualization using PowerBi, Google sheet SPSS, and Data Looker Studio.
● Have good command and demonstrated skills in designing data collection tools using Kobo Toolbox.
● Competent with Odoo ERP project management software.
Preferred
● Excellent computer skills with all Microsoft Office programs (MS Word, PowerPoint, Excel)
● Experience in Preparing and Translating Questionnaires, Data Collection, and Data sorting.
● Skilled in Data Analysis, management, and Data Visualization using PowerBi, Google sheet and SPSS
● Good command and demonstrated skills in designing data collection tools using Kobo Toolbox
● Previous experience in data management and visualization of community-led integrated outreach clinics in remote areas within Uganda.
● Previous knowledge and experience of working with Google map databases.
● Technical skills in setting up quality M&E processes and creating logical frameworks and data analysis that lead to learning and action.
● Willing to travel and work in remote and hard-to-reach areas within HAC geographical operation locations in Uganda.
● Experience in using the MOH HMIS tools.
● Excellent computer skills in Editing, Photoshop, Content Writing, Story Writing, Case Study
● Ability to develop workshop and training materials.
● Public relations, communication, coordination, and Networking skills.

Compensation
This position is designed as a volunteer role (40 hours/week). Compensation is UGX 500,000 per month. Field travel expenses will be paid for by Health Access Connect.
