Location: Uganda -National Office (with frequent travel to Kyangwali, Rwamwanja, and Nakivale
settlements)
Job Type: Full-time for a period of 24 months.
Reports to: Head of Programmes
Job Summary:
We are seeking a highly motivated and experienced disability inclusive education technical Officer
to oversee the implementation of disability inclusive education activities in three humanitarian
settings in Uganda. The successful candidate will provide technical guidance, supervision, and
support to ensure the effective delivery of project activities. The Officer needs to closely
collaborate and timely share information with the Inclusive Education (IE) Technical Officer from
the consortium partner that is responsible for disability inclusion and inclusive education
technical approach and harmonization.
The Officer should adopt a multi-sectoral approach by collaborating closely with Physiotherapists
(PTs), Occupational Therapists (OTs), and staff from other consortium partners to ensure
comprehensive and integrated service delivery.

Key Responsibilities:
1. Technical Leadership:
➢ Provide technical guidance and oversight to ensure the effective implementation of disability
inclusive education activities in the three settlements.
➢ The Officer should actively collaborate and ensure timely information sharing with the
Inclusive Education (IE) Technical Officer from the consortium partner responsible for
disability inclusion and the technical harmonization of inclusive education approaches.

2. Staff Supervision:
➢ Supervise and mentor three Inclusive Education Assistants in the settlements, providing
guidance, coaching, and support to ensure they deliver high-quality services.
➢ The Programme Officer, Inclusive Education based at the national level will also supervise 6
Occupational Therapists (OTs) and 6 Physio therapists (PTs) in the 3 settlements.

3. Project Implementation:
➢ Oversee the implementation of project activities, including Needs assessments and
baseline studies
➢Development and implementation of individualized education plans
(IEPs)/Individualized earning Plans (ILPs).
➢Capacity building for educators and community members
➢Community engagement and awareness raising.

4. Monitoring and Evaluation: Collaborate with the Monitoring, Evaluation, and Learning (MEL)
team to develop and implement monitoring and evaluation tools, track progress, and identify
areas for improvement.

5. Partnership and Coordination: Foster partnerships with local authorities, UN agencies, NGOs,
and community groups to ensure a coordinated and collaborative approach to disability
inclusive education.

6. Reporting and Documentation: Prepare and submit regular progress reports, technical briefs,
and other documentation as required.

Requirements:
1. Qualifications: A bachelor’s degree in special Needs Education, Inclusive Education, Social
Work, Disability Studies, Psychology, or a related field.
2. Experience: At least 5 years of experience working in disability inclusive education, preferably
in humanitarian settings.
3. Technical Skills: Strong knowledge of disability inclusive education principles, practices, and
tools as well as strong analytical writing skills in English.
4. Leadership and Management: Proven experience in supervising and mentoring staff.
5. Communication and Interpersonal: Excellent communication, interpersonal, and teamwork
skills.
6. Language: Fluency in English; knowledge of local languages (e.g., Luganda, Kiswahili,
Runyakitara) an asset.

Desirable Qualifications:
1. Master’s degree in special Needs Education, Inclusive Education, or a related field.
2. Experience working with refugees, internally displaced persons (IDPs), or other vulnerable
populations.
