JOB DETAILS:

PlayMatters is a 5-year $100 Million USD consortium project, funded by the LEGO Foundation and led by the International Rescue Committee (IRC). PlayMatters is designed to promote wellbeing and learning through play for conflict-affected children aged 3 to 12+ in Ethiopia, Tanzania, and Uganda, working with stakeholders including children, caregivers, educators, communities and education systems.
War Child Holland’s WCH role in the consortium includes co-leadership of the research agenda with IRC, as well as designing and implementing MHPSS/wellbeing interventions and resources that promote learning through play.
The Senior MEAL Officer will be based in Kyangwali and will oversee the MEAL aspects of the program in collaboration with the Country teams, while supporting and coordinating a smooth working relationship with the consortium prime partner IRC & Plan.
The Senior MEAL Officer shall serve as the focal point and operational lead for PlayMatters project activities at sub regional level in the refugee settlements and host communities. S/he will be responsible for day-to-day coordination, capacity sharing, management and support of MEAL activities including but not limited to routine monitoring, data collection and entries, management of client’s feedback, data visualizations and project reporting among others.
The Senior M&E Officer shall work under the supervision of the M&E Coordinator- PlayMatters and also working collaboratively in coordination with other relevant stakeholders at district and sub regional level as well as with staff and consortium partners.

Essential functional relations
The Senior MEAL Officer reports directly to the M&E Coordinator- PlayMatters.
Other essential functional relations include: Senior Project Coordinator-PlayMatters, Senior MEAL Coordinator, Senior Officer Content Dev’t-PlayMatters, Team Leader-PlayMatters, PlayMatters Research team.

Roles and Responsibilities
• Contribute to the design, maintenance and the roll-out of project specific MEAL systems and guidance for tracking project achievements and outcomes.
• Coordinate capacity development activities for MEAL for staff and partners to plan, use and comply with project specific MEAL plans, processes, priorities, and requirements.
• Contribute to the development, management, and utilization of strong data systems to inform project management improvements, learning and reporting.
• Co-lead and ensure timely and accurate consolidation/analysis of project related data, information, and reports.
• Support regular consultations, knowledge exchange, accountability and feedback with staff, partners, and other relevant stakeholders.
• Contribute to effective documentation, sharing and regular communication of lessons learned and evidence of good practices on PlayMatters.
• Support the implementation of project specific assessments, performance measurements, research evaluations and impact studies.
• Represent, contribute, and participate as required to inter-departmental and cross sector activities in-sub regional level, across the consortium and externally.
• Support greater sharing and use amongst staff and partners of gender sensitive monitoring data including client feedback to ensure interventions are responsive to the needs of clients and are informed by a sound understanding of the context.
• Ensure that monitoring and evaluation activities provide timely, relevant information for reporting and programming decisions. In the event of a major adverse working environment and situation, the role holder will be expected to work outside the normal role and be able to vary working hours accordingly.

Qualifications, Skills and Competencies
• A university degree in Statistics, Business Statistics, Demography, Economics, Public Health, Social Sciences, Business Administration, or other relevant field to monitoring and evaluation or Project Management.
• Postgraduate qualification in Monitoring and Evaluation, Project Management, Data Management, and IT is an added advantage.
• At least three (3) years’ work experience in designing, implementing, and managing MEAL systems (preferably in education sector).
• Substantial work experience in humanitarian and/or development context and with an International NGO.
• Experience in supporting education or MHPSS projects will be an added advantage.
• Demonstrated experience in data/information management and analysis, with experience using databases and software applications such as CommCare, Power BI and Excel.
