The Chief Finance & Operations Officer (CFOO) is a key strategic leader responsible for ensuring the financial sustainability and operational effectiveness of aBi Development. Reporting to the CEO and serving as a key advisor to the Board, the CFOO provides enterprise-wide financial stewardship, ensuring that financial and operational strategies enable the organisation to deliver on its mission. With oversight of financial planning, grants management, procurement, resource optimisation, and risk management, the CFOO ensures that aBi Development maintains the highest standards of governance, transparency, and accountability. The CFOO directly supervises the Grants Manager, Finance Manager, Project-based Finance Managers, Procurement Manager, and ICT Manager. By embedding value for money principles and strengthening financial resilience, the CFOO plays a pivotal role in enabling aBi Development to achieve long-term impact in the agribusiness sector. The CFOO also provides strategic oversight of resource mobilisation and ensures that financial strategies support the organisation's long-term sustainability goals.

SCOPE OF RESPONSIBILITIES

Financial Planning and Management: Ensure aBi Development’s long-term financial sustainability by providing high-level financial leadership, aligning financial strategy with organisational goals, and driving fiscal resilience. Develop and maintain a robust financial planning system that aligns with aBi Development’s strategic objectives. Lead preparation of accurate and timely financial forecasts, budgets, and reports, utilizing appropriate financial modelling techniques. Provide strategic financial analysis and recommendations to the CEO and Exco, including investment recommendations, and ensure alignment between aBiD’s financial strategies and the use of blended finance instruments.

Monitor key financial indicators and performance against budget, proactively identifying and addressing any variances. Ensure effective cash flow management and optimize working capital, maintaining sufficient liquidity to support operations. Develop and implement strategies to optimize profitability, enhance resource mobilisation, and ensure long-term financial sustainability for aBi Development.

Operational Resource Management and Optimization: Ensure operational efficiency, value for money, and business process effectiveness through the strategic oversight of procurement and ICT. Facilitate collaboration across Procurement, ICT, and Finance teams, ensuring that business processes are well-integrated and deliver operational efficiency. Lead performance monitoring of Procurement, ICT, and Administrative Services, identifying opportunities to improve service delivery, optimise value for money, and support cost-effectiveness across corporate and programme operations. Oversee procurement processes to ensure transparency, efficiency, and compliance with donor regulations and internal VfM standards. Implement ICT strategies that support operational effectiveness, enhance staff productivity, and optimise internal workflows. Develop and oversee cost-effective operational strategies that enable optimal resource utilisation and strengthen delivery of aBiD’s development objectives.

Financial Reporting and Compliance: Ensure robust financial planning and governance that supports strategic decision-making, maintains fiscal discipline, and ensures full compliance with regulatory requirements. Ensure accurate and timely preparation of financial statements and reports in accordance with International Financial Reporting Standards (IFRS) and other relevant regulations. Oversee the timely submission of all required financial reports to stakeholders, including donors, investors, and regulatory bodies. Maintain a robust internal control system to ensure the accuracy and reliability of financial information; this includes reviewing financial controls and internal audits and ensuring findings are systematically followed up. Ensure full compliance with all relevant financial regulations and best practices, minimizing financial risk and protecting the organization’s reputation.

Implement strategies to continuously improve the efficiency and effectiveness of financial reporting processes, including adoption of automation and data integrity tools.

Grants Management and Accountability: Manage the end-to-end grants management process, including securing funding, monitoring expenditures, and ensuring compliance with donor requirements; lead resource mobilisation efforts to enhance financial sustainability. Work collaboratively with the Head of Partnerships & Investments to monitor and manage the funding pipeline; ensure that resource utilisation is aligned with income and support development of funding proposals. Support resource mobilisation efforts by ensuring financial strategies, investment structures, and grant mechanisms are aligned with aBiD’s financial sustainability goals and compliant with internal policies and donor expectations. Oversee the timely processing of grant applications, including due diligence checks, contract negotiation, and disbursement of funds; this includes managing relationships with donors. Develop and implement a comprehensive grants management system that ensures compliance with all relevant donor regulations and internal policies. Monitor grant expenditures and ensure compliance with budget and contractual obligations. This includes ensuring regular reporting on grant utilization and budget variance. Ensure the preparation of accurate and timely financial reports to donors, complying with all reporting requirements.

Risk Management and Internal Controls: Safeguard organisational assets and reputation by providing first-line assurance over financial, operational, and grant-related risks, ensuring that internal controls are robust, mitigation strategies are implemented, and compliance is maintained across CFOO-managed functions. Provide first-line assurance by identifying and managing financial and operational risks within CFOO-managed functions, including grants, procurement, and ICT, in alignment with the enterprise risk framework. Establish and maintain a robust system of internal controls to safeguard assets and ensure the reliability of financial information, delivering assurance through timely implementation of audit findings and control improvements. Monitor and address functional risks proactively, providing assurance that mitigation actions are being implemented effectively, and escalating emerging risks to the Risk & Compliance team where required.

Implement strategies to ensure compliance with relevant regulations and best practices, minimizing the organization’s exposure to financial and operational risks.

Leadership & Empowerment of the Team: Lead the Finance & Operations team (both Corporate and Projects) in a manner that empowers them to add value to the organization and deliver high standards of performance. Provide training and awareness programs for staff on good practice in financial management and effective operation of internal controls. Communicate to the Finance & Operations Team a clear and exciting vision for the work of the organisation and the importance of their personal contributions; including their role in delivering high-quality project-based, programme-based, and corporate financial support. Ensure the team is resourced with the expertise necessary to deliver on strategy through a combination of recruitment and the management of staff and procurement of consultants. Plan and organise the work of the team to accomplish strategic and operational goals in the most cost-effective and impactful manner possible. Ensure that each team member is provided with clarity concerning expectations; provide training, coaching, and accountability to support them in achieving results and delivering required standards and behaviour. Notice and cultivate talent; ensure delivery of an engaging leadership style that motivates team members and encourages high performance.

REQUIREMENTS OF THE ROLE

Qualifications

  • Master’s degree in Finance, Accounting, Business Administration, Economics, or a related field.
  • Professional accounting qualification (e.g., ACCA, CPA, CIMA).
  • Bachelor’s degree in Finance, Accounting, Economics, or Business Administration.

Experience

  • Minimum of 15 years’ progressive experience in financial and operational management, with at least 8 years in a senior leadership role.
  • Proven track record of strategic financial leadership, including financial planning, risk management, and governance.
  • Experience in managing large-scale grants and donor-funded programmes, with a deep understanding of Development Partner funding rules.
  • Strong leadership experience in building and mentoring high-performing finance and operations teams.
