The Strategic Information Technical Support (SITES) Activity is a seven-year project that was awarded by the United States Agency for International Development (USAID) to Social & Scientific Systems Inc. (SSS), a DLH company. The purpose of the SITES Activity is to facilitate, promote and enhance evidence-based programming and reporting in Uganda’s health system, particularly in areas of Family Health (MCH, FP, Nutrition, malaria, WASH, TB), HIV/AIDS as well as orphans and vulnerable children (OVC).

Overview
The DHIS2 developer will be responsible for the design, development, and maintenance of the DHIS2 platform to support our organization's data management and analysis needs in the context of public health and healthcare projects.

Responsibilities
Customization and Configuration:
• Customize DHIS2 modules, data entry forms, and reports to align with project-specific requirements.
• Configure data elements, data sets, and validation rules within the DHIS2 system.
• Analyze the DHIS2 approach for data mapping and error handling, including data transmission to the instance through push/pull models, data flow, and revision processes.

Development and Integration:
• Develop DHIS2 applications, scripts, and extensions to enhance system functionality.
• Ensure seamless integration of DHIS2 with other data systems, such as electronic health record (EHR) system & API integration to external dashboards i.e., Power BI etc.
• Design and enhance the system design, focusing on the data service, web service exchange model, and format.
• Evaluate data validation, privacy, and security aspects, involving an analysis of the solution.
• Provide a functional specification document, assess data flows, evaluate workflow options, estimate delivery timelines, and plan accordingly.

Data Quality Assurance:
• Implement data quality checks and validation procedures to maintain high-quality data within the DHIS2 system.
• Collaborate with data entry personnel to address data quality issues.

Technical Support:
• Provide technical support and troubleshooting for DHIS2-related issues.
• Address system errors, performance bottlenecks, and user inquiries in a timely manner.

Documentation:
• Maintain clear and comprehensive documentation of DHIS2 configurations, customizations, and developments.
• Prepare user guides and training materials for DHIS2 users.

Collaboration and Training:
• Collaborate with project stakeholders, including data analysts and public health professionals, to understand and address their data management needs.
• Conduct training sessions to build the capacity of DHIS2 users and administrators.

Qualifications
• Bachelor's or higher degree in computer science, information technology, or a related field.
• At least 3 years of proven experience in DHIS2 development and configuration with USAID agencies i.e. INGO’s Ministry of Health etc.
• Strong knowledge of web development technologies (HTML, CSS, JavaScript).
• Familiarity with databases, particularly PostgreSQL, Oracle, NoSQL, Rest Web API, Java, and other developer tools.
• Understanding of public health and healthcare data systems is a plus.
• Knowledge or hands-on design experience with web services (REST, SOAP, etc.)
• Familiarity with at least one of the following programming languages: PHP, Python, ASP.NET, .NET languages (e.g., C#, Visual Basic .NET).
• Proficiency in version control systems like Git is essential
• DHIS2 certification is desirable.
