Organizational Setting

FAO Uganda supports extremely vulnerable populations throughout Uganda to achieve sustainable food, nutrition and income security through resilient agricultural livelihoods.

The MEAL unit frequently requires outsourcing experts and support staff to produce specific outputs under a framework contract. The unit requires experienced enumerators and research assistants who will provide technical support in design and implementation of tools and methods for collection, entry, analysis and reporting of quantitative and qualitative data for baseline, mid-term and end line surveys, pre- and post-distribution assessments, impact assessments, customer surveys; and updating various databases.

Studies are undertaken across the country, mostly involving household surveys, key informant interviews, focus group discussions, review of partner records, and observations. Application of tools and methods is increasingly emphasising use of digital mobile-based technologies and digital geospatial analysis.

Reporting Lines
Under the overall supervision of the FAO Representative (FAOR), in consultation with the Deputy FAOR, the Data Enumerator is directly supervised by the MEAL Specialist and is under the technical supervision of the MEAL Associate.

Technical Focus
The Data Enumerator will be responsible for collecting field data. They will have direct contact with respondents and have a great bearing on the quality of data collected and ultimately on the quality of data output.

Tasks and responsibilities
The Data Enumerator will be responsible for the following tasks:
• Participate in orientation and training for planned Data collection activities
• Obtain all the materials needed for each data collection activity which also includes the List of Scheduled households/groups (target respondents)
• Under the guidance of the MEAL Associate, conduct interviews in a designated programme area.
• Ensure that the questionnaires are dully completed, and data submitted to the server daily.
• Record, transcribe and summarize qualitative data.
• Review records from partners, extract and summarize secondary data
• Field experience and scenarios documented and shared with supervisor and the team on a daily basis
• Take action pictures while in the field (capture interesting evidences on field activities)
• Ensure that the entire area assigned to you is covered
• Be willing to support data cleaning as and when called upon;
• Attend a debriefing meeting to close each data collection activity that you participated in
• Undertake other relevant activities as requested.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• A minimum academic qualification of a university degree in Agriculture, Economics, Natural Resources, Social Sciences, Development Studies, Statistics, or related subject
• A minimum of three years of relevant professional experience.
• Working knowledge (Level C) in English is obligatory. In addition, reading and writing proficiency in at least one local language with ability to translate from English and transcribe technical information from the local language to English
• National of Uganda or resident of the country with a valid work permit.

Technical/Functional Skills
• Experience in conducting socio-economic surveys in rural areas, especially in the fields of agriculture and water, ability to interact communicate with the local communities in their own language, and experience using digital data collection platform e.g. Kobo Collect/ODK.
• Experience working along the humanitarian-development nexus and in displacement settings.
• Extent and relevance of experience with international or multi-lateral organizations, preferably FAO, and/or with government is an added advantage.
• Demonstrated ability to work in a multicultural team, and interpersonal skills.
• Demonstrated ability to work under pressure and meet deadlines.
• Writing and communication skills.
