The Ministry of Water and Environment in collaboration with the Ministry of Agriculture, Animal Industry and Fisheries and Uganda National Meteorology Authority is implementing a wetland restoration project in Eastern and Southwestern Uganda entitled “Building Resilient Communities, Wetland Ecosystems and Associated Catchments” Project. The USD 44.262 million project is funded by the Green Climate Fund (GCF), Government of Uganda and UNDP for 8 years starting 2017 to 2025. The United Nations Development Programme (UNDP) is the Accredited Entity (AE) of the GCF and holds fiduciary obligation for the management of the funds of GCF for the project.
The project is comprised of three components namely: -
1. Restoration and management of wetland hydrology and associated catchments.
2. Improved agricultural practices and alternative livelihood options in wetland catchments.
3. Strengthening access to climate and early warning information to farmers and other target communities.
A dedicated Project Management Unit (PMU) has been set up in MWE to oversee the implementation of the project components. For overall coordination, monitoring, supervision and reporting of the project activities, MWE requires services of an Expert Monitoring and Evaluation Analyst.
More broadly, the PMU is responsible for ensuring integration of project-specific monitoring and evaluation (M&E) frameworks, consolidation of project lessons learned, and facilitation in information, data and output sharing amongst the project implementation partners. Close coordination between monitoring and reporting for the project and output level indicators is important to assess the overall impact of project interventions.
The UNDP Uganda Country Office is currently implementing its Country Programme Document (CPD) for the period 2021-2025, which is aligned with the UN Sustainable Development Cooperation Framework 2021-2025. During the programme cycle, UNDP will support government efforts by providing technical, and financial support to enable Ministries, Departments and Agencies (MDAs), local governments, non-state actors and communities strengthen their national capacities to restore, protect, and sustainably manage natural resources and ecosystems, increase access to affordable clean and renewable energy, and to enable vulnerable people and communities to adapt to, and mitigate climate change and disaster risk.
The Nature, Climate, Energy, and Resilience (NCER) portfolio of the CPD, will work with other partners, to provide an integrated and coherent policy, and programme support to relevant Ministries, Departments and Agencies (MDAs), local governments, communities, and non-state actors to achieve the following outcomes:-
• Strengthened capacity of public and private institutions and communities to sustainably manage natural resources and protect vital ecosystems.
• Increased and equitable access to, and use of modern, renewable, and affordable energy sources and services

Objective/Purpose of the Assignment:
The Monitoring and Evaluation Analyst will serve as the main focal person for all monitoring and evaluation related activities for the GCF project and the NCER portfolio. She/ he will assist and report to the National Project Coordinator regarding the Monitoring and evaluation of project activities implemented by the GCF project. The M&E Analyst’s responsibility is to coordinate and support implementation of monitoring and evaluation of all the project activities to be conducted in accordance with the Logical Framework of the Project. She/he will lead the development of innovative monitoring and data management tools, methodologies, and report to the Team Leader of NCER. This position also involves the development and implementation of data management, monitoring and reporting systems for the NCER portfolio, in accordance with corporate requirements (such as ROAR, UNINFO, etc.).

Duties and Responsibilities
The M&E Analyst will work as part of the PMU (Project Management Unit) of the GCF project under the supervision and guidance of the National Project Coordinator as well as NCER monitoring and reporting Analyst under the guidance and supervision of the UNDP Team Leader Nature, Climate, Energy and Resilience for the attainment NCER’s data management, monitoring and reporting goals.

Summary of key tasks
• Lead the development of and oversee the review of project level Monitoring &Evaluation (M&E) plan and associated work plans for each component/activity (as reflected in the results framework) of the GCF project;
• Develop TORs for M&E tasks to be carried out during implementation using a combination of quantitative and qualitative methods for the GCF project;
• Be responsible for sourcing data and information for specific M&E needs directly from other agencies, PMU etc. (such as budgets, staff capacity and other internal data) particularly for indicators not requiring a survey for the GCF project and NCER portfolio;
• Support technical work such as reviewing M&E methods, carrying out trainings, designing M&E tools and providing technical advice and guidance in response to the M&E requirements for the GCF project and NCER portfolio;
• Oversee and participate in evaluations and assessments.
• Design data collection and analysis tools and conduct regular surveys to establish project performance. Present quarterly performance updates NCER team and SMT;
• Ensure quality control of M&E outputs(e.g. surveys etc.), including by contributing substantively to the design and field testing of the monitoring methodology, review, supervise design and implementation of the survey, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under the project and the NCER portfolio as may be guided by the team leader (NCER);
• Work on projects in the NCER portfolio by getting and analyzing data, maintaining an internal database of source data and lead deep dives on NCER projects to identify insights and design simulations on the implications for programme impacts;
• Closely cooperate and coordinate with the communication Analyst in the design, assessments, and analytical reporting of case studies and success stories for the GCF project and other NCER projects;
• Review and provide advice related to log frames and indicators on proposals submitted by NCER;
• Ensure the incorporation of information on the project level indicators into project level reports and provide recommendations to the PMU of the GCF project.
• Support the incorporation of information on the project level indicators in the NCER portfolio into corporate reporting dashboards and platforms such as Quantum, UNINFO;
• Develop and maintain an M&E database for the GCF project and contribute to the maintenance of a database of all NCER projects;
• Maintain a detailed knowledge of all relevant issues impacting his/her field of Monitoring & Evaluation;
• Coordinate with the communication Analyst for promoting information sharing on all aspects related to the GCF project activities among stakeholders;
• Ensure mentoring and training of project teams of GCF project and NCER portfolio to foster capacity building on M&E knowledge;
• Support monitoring and evaluation missions commissioned by donors and UNDP;
• Review monitoring and evaluation system/mechanism, process, and procedures of the GCF project and forms and formats for project activities under its various components, as well as those related to the NCER portfolio;
• Monitor project progress through field visits, offer feedback and keep regular communication with related field and central level project staff;
• Attend, participate and provide necessary inputs for preparation of and during project meeting, Workshops, and trainings;
• Serve as Lead for providing M &E inputs on Implementation Progress Reports (IPRs); Prepare and submit M&E inputs as per the Results Framework to the consolidated trimester/ annual project implementation progress reports meeting the deadline as per the requirement of project and GCF;
• Serve as Lead for providing M &E inputs on NCER portfolio on UNDP Corporate requirements;
• Accomplish other tasks related for preparing, monitoring, evaluation, and MIS as per the need of project assigned by National Project Coordinator and NCER assigned by the Team Leader (NCER, UNDP);
• Support reporting of UNCT results for Result Group Three in close collaboration with reporting focal points of other agencies.
Reporting/Communication/M&E
• M&E inputs to Monthly/quarterly/Yearly Project Implementation Progress Report; M&E implementation plan for the project, TORs for surveys;
• Inputs to MWE program level indicators; M&E inputs to good practice case studies;
• Monitoring and supervision reports as per the requirement;
• Guidelines/ Manuals of concerned fields as per the need of the project.
• Reports and proceedings of seminars, workshops, and training.
• Monthly, Quarterly and Annual reports and inputs into UNDP corporate reporting platforms including Quantum+, PIMS+, UNINFO.
• Analytical and trend reports on NCER portfolio progress, including implications and recommendations for resource mobilization.

Institutional Arrangement
1. The M&E Analyst will report to the National Project Coordinator on GCF related tasks and the Team leader (NCER) on NCER portfolio related tasks. In addition to the regular tasks, the Analyst shall be responsible for providing /preparing following documents and reports during assigned period.
2. As the focal person for the M&E at the PMU, the M&E Analyst will work closely with all other members of the PMU

Education:
• Advanced University Degree (Master’s degree or equivalent)in data science, monitoring and evaluation, data management, statistics, or relevant social science with a strong training in data management/data science or a relevant related field is required. OR
• A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree;
• Training and/or knowledge and understanding in environmental science, policy, climate change, resilience and energy is a desired advantage.
Experience:
• Minimum 2 years (With a master’s degree) or 4 years (with Bachelor’s degree) of working experience in a field related to data management in rural development, monitoring and evaluation, livelihoods, agriculture promotion, and planning or project management;

Required Skills
• Computer literacy in Microsoft packages (MS Word, MS PowerPoint, MS Excel);
• Experiences in creating and managing performance monitoring plans and leveraging performance monitoring data for improving ongoing project management are under consideration;
• Knowledge/experience in designing and field-testing surveys and other data collection instruments are required;
• Experience in indicator development, data collection and analysis, data quality assessments, and/or performance monitoring and reporting;
• Experience/Good knowledge of concepts and framework for monitoring and Evaluation and Result Measurement.

Desired Skills
• Prior experience with UNDP projects would be an asset;
• Good command of English is desirable;
• Work experience with an Enterprise Resource Planning software is desirable;
• Experience in UN organization is an asset;
• Ability and experience to work within a multidisciplinary and multicultural team;
• At least 3 years of experience in M&E design and implementation at the project level would be preferable. Previous successful involvement with, and good knowledge of, CBOs, I/NGOs and civil society is desired;
• GIS and SPSS is an asset;
• Experience on planning, monitoring and evaluation of community-based projects and having good computer knowledge on database software like MS Excel, SPSS, and GIS will be given priority;
• Experience in data visualization applications such as Adobe Creative Suite, is desirable;
• Knowledge and experience in using data science frameworks;
• Broad knowledge, experience or understanding of environmental science, adaptation to climate change; climate resilience, energy and its policy implications would be an added advantage.

Language Requirements
• Fluency in English (spoken and written) and local language is required.
