JOB DETAILS:
Mission
The East African Crude Oil Pipeline (EACOP) Project involves the construction and operation of a buried, cross border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Uganda, to Chongoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 kilometers (km) of which 296 km will be in Uganda. In Uganda the pipeline will traverse ten (10) Districts, comprising Hoima, Kikuube, Kakumiro, Kyankwanzi, Mubende, Gomba, Sembabule, Lwengo, Rakai and Kyotera.

Land acquisition is a fundamental part of project development, and the process is detailed in the EACOP Uganda Resettlement Action Plan (RAP). In Uganda there are approximately 3,700 Project Affected Persons (PAPs) who are being compensated where 3016 PAPs have already received their compensation payments for affected land and assets. Out of RAP Implementation Stage, EACOP RAP contractor has organized a huge volume of PAP Folders to be handed over to EACOP both in soft and physical copies. As such, EACOP Uganda is developing its team of PAP Folder Analysts to cross check and arrange all PAP Folders while updating all PAP Folder Control Sheets. These Officers work within the EACOP Land & Social Team and are responsible for reviewing PAP Folders, arrange all documents in an orderly manner, identifying any missing documents and updating PAP Folder Control Sheets. The Officers report to and are managed by the EACOP Uganda Compensation Coordinator. The positions are EACOP Kampala office based.

Duties and Responsibilities
EACOP Uganda PAP Folder Analysts will.
• Receive and confirm receipt of PAP Folders from EACOP RAP Contractor
• Check and confirm that each PAP’s Folder contains all documents relating to that PAP (both in soft and physical copies).
• Update PAP Folder control sheets that will be provided by EACOP Compensation Coordinator
• Scan and upload signed and completed Acknowledgement of Receipt of Payment Forms, Notices to Vacate, Bank Notification Slips, and other documents to respective PAP Folders.
• The Officers will also assist in dispatch and receipt of documents to and from the EACOP RAP Contractor, as well as hard and soft copy filing of other related documents. The Officers will update excel based trackers showing the status of completed PAP Folders.

Context and Environment
• She/he will work under the management and supervision of the EACOP Uganda Compensation Coordinator and are required to demonstrate exemplary behavior regarding compliance and HSE rules & requirements. She/he shall be positioned in EACOP Kampala Office.

Accountabilities
• Ensure that each PAP Folder has been fully populated with all documents relating to the PAP .
• Ensure update of tracker files on the status of PAP documentation on a timely, systematic, and accurate basis.
• Undertake all activities in compliance with EACOP Uganda compliance and HSE rules and regulations.
• Qualifications and Required Experience

Professional Experience:
• Minimum of 1 year experience in land acquisition and compensation processes in Uganda, including valuation reports, compensation agreements and data management.

Qualifications:
• Bachelor’s degree in Land Economics, Land Surveying, Land Management and Valuation, or any related field.

Technical Competencies:
• Excellent skills and considerable experience in use of MS Word and Excel, data management, and preparation of quantitative and qualitative documents and reports relating to land acquisition and compensation agreements.

Behavioral Competencies:
• Detail oriented person, highly organized, systematic working, close attention to detail, strong team worker, ability to meet deadlines.
• High computer skills, quantitative, data management and analytical skills.
• Fluent in English (speaking, writing) and knowledge of either Luganda, Runyoro or Runyankole recommended
