JOB DETAILS:
Job Summary
The Prevention Advisor is responsible for providing technical support and advice to supported partners in all areas related to HIV/AIDS prevention in the region.

Responsibilities and duties
• Serve as the lead technical officer for ROM prevention portfolio and provide expert direction in the design, implementation, monitoring and evaluation of HIV/AIDS prevention programs and interventions.
• Provide oversight to the annual HIV prevention budget and ensure costs remain within budget planning levels and that efficiency is maximized
• Work closely with other sections within the HIV KHP Comprehensive grant and other departments within ROM to optimize opportunities for integration and leveraging of resources across the different program components.
• Work closely with the logistics unit to ensure adequate planning towards uninterrupted availability of key HIV commodities including ARVs, test kits and essential lab reagents.
• Technical leadership in quality and performance improvement working with key stakeholders to improve the quality of facility and community-level HIV services by applying evidence-based guidelines, approaches, and tools. Support the implementation of the MOH’s National Quality Strategy.
• Liaise with regional CQI Officers and MOH to institutionalize and scale up QI for HTS delivery.
• Through literature review, research and regular communication with stakeholders, kept abreast of emerging developments in the national and global HIV prevention landscape and advise the institution accordingly on how these policies, strategies and technical guidelines can most effectively be incorporated to enable ROM to maintain the fidelity and relevance of its HIV/AIDS prevention program.
• Provide expert oversight and guidance to implementing partners on newly emerging and highly efficacious approaches to HIV/AIDS prevention program implementation.
• In collaboration with the M &E Unit, advise on the development of tools (such as dash boards, league tables) that support continuous learning and adapting to further improve and evolve the Kampala Regional knowledge base and data management capability related to HIV/AIDS prevention activities.
• Represent ROM at designated national, regional, and international meetings that relate to HIV/AIDS prevention including regular participation in national and regional level HIV/AIDS technical working groups and related committees.
• Supervise prevention technical officers including mentoring and coaching them to grow professionally. Conduct regular performance reviews and address any performance challenges that may arise.

Qualifications, Skills and Experience
• Bachelor of Arts in Social Sciences or related field
• Master’s degree in a relevant field, such as medicine, public health, social sciences, or management
• 10+ years of experience leading implementation of HIV care and treatment; HIV testing services and linkage to care; HIV prevention and TB.
