JOB DETAILS:
The International Fund for Animal Welfare (IFAW) is filling the position of Project Implementation Officer, Uganda for the Confiscated Animals – Rescue & Enforcement (CARE) project. The CARE Project is an initiative developed by IFAW, implemented together with partners the Jane Goodall Institute and Legal Atlas, and funded by a grant from the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL). The project aims to improve governments’ capacity to interdict illegal wildlife and handle confiscated live animals, such that their evidentiary value is maintained.

Reporting to the Programs Manager, Uganda & Wildlife Crime Program Coordinator, the Project Implementation Officer, Uganda will work closely with the project team and partners to ensure the successful delivery of project outcomes in Uganda. Core project activities include but are not limited to conducting needs assessments, leading capacity development initiatives (training, guidance, networks) and, advising on policy and legal matters.

This position is home-based in Uganda (preferably near Kampala) with expected external meetings and domestic travels, and is a 24-month contract commencing October 2023.

Role and Responsibilities
• Facilitate and contribute to the delivery of capacity development initiatives (e.g. needs assessments, trainings, equipment procurement, policy and legal affairs) related to the handling and management of confiscated live specimens from wildlife trafficking in Uganda;
• Foster engagement and work with relevant Uganda stakeholders in the fields of law enforcement, wildlife management and animal health and welfare, including from private sector and scientific institutions;
• As and when required, support and advise the global project team on the development of protocols, guidance documents, training and online educational resources on the handling and care of seized animals;
• In collaboration with project team members and contractors, ensure the planning, day-to-day implementation, monitoring and timely reporting of project activities in Uganda;
• Develop proposed budgets, monitor and track expenditures for assigned project activities;
• Provide further relevant operational support as and when necessary to IFAW Program Manager Uganda and project team members;
• Embody the values, mission, and vision of IFAW at all times.

Qualifications and Education Requirements
• Advanced degree in wildlife conservation, veterinary sciences, animal welfare, or related field with wildlife-related course-work ideal;
• At least 5 years of professional experience in the field of wildlife conservation, and/or animal welfare. Field experience in the area of wildlife rescue and care of captive wildlife is a plus;
• Possess a strong network within wildlife conservation, animal health and welfare related authorities, international organizations and civil society in Uganda. Experience working with law enforcement agencies highly desired;
• Possess strong knowledge of the nexus between wildlife conservation, and animal welfare, including policies and key actors acting to combat wildlife crime;
• Proven ability to facilitate and coordinate multi-stakeholder processes and maintain constructive contact with stakeholders in the field of wildlife conservation and/or animal welfare;
• Experience with grant proposal development, management, budgeting, and grant reporting is a plus;
• Full working proficiency in English is essential. Fluency in at least two local languages spoken in central and western Uganda and a fair understanding of Kiswahili is desired.
• Proven ability to work with diverse, multi-cultural teams;
• Ability to travel domestically and globally, as required.
