CNOOC Uganda Limited a subsidiary of China National Offshore Oil Corporation (CNOOC) is an Oil and Gas Exploration and Production Company, and Operator of the Kingfisher Discovery Area located in Kikuube District, Western Uganda
CNOOC invites Expression of interest (EOI) from Professional Competent Companies to provide flow back services such as well clean up, gas disposal gas power generations and among others.
Scope of Work:
The purpose of the flow back and well clean up in Kingfisher Development Area wells is to avoid possible formation of camage near the wellbore, measure the productivity to match the ESP design.
The flow back services include the flow back operation, gas utilization and other related services
The scope of works shall include the following:
1. Provide flow back service resources including equipment and personnel.
2. Conduct flow back operations for well cleaning, to avoid possible formation damage near the wellbore, measure the productivity to match the ESP design.
3. Provide generators for electricity generation from natural gas to be used for ESP, downhole electric heating tracing and other equipment. 4. Provide boilers that use natural gas to generate heat for flow
assurance of the flow back operation
5. Provide CNG Trailers for storage of natural gas, to ensure continuous use of natural gas in subsequent wel operations
The detailed scope of work shall be provided in the Request for Proposal (RFP) package to be issued to only bidders that would have passed prequalification stage
Should you be interested in participating in the tendering process, please provide below minimum requirements based on which successful bidders shall be contacted for subsequent stages of the bidding process.
a Updated company profile.
b. QHSE policy, procedure and process in compliance with Uganda petroleum regulations, the IFC Performance Standards and the
international industry standards
c. Similar project experience within the last 5 years, especially in Uganda d. Qualified and experienced personnel, including their availability e. Adequate equipment and tools required for the services compliant to the industry standards.
f. Financial capability to deliver the services (provide 3 years recent audited financials)
g. Commitments to National Content requirements of the Government of Uganda
h. Evidence of registration on the National Supplier Database (NSD) with the Petroleum Authority of Uganda (PAU).
Joint Venture Parnerships with Ugandan Companies are encouraged, however, JVs shall require PAU approval before submission of bidding documents
Proven record of sound business integrity. Completion certificates and client recommendations to be provided
k. Bidders should strictly comply with Regulation 9. Priority of Ugandan goods and services during procurement and Regulation 10. Contracts for goods and services to be exclusively provided by
Ugandan citizens and companies of THE PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS, 2016. Any non-compliance may lead to direct disqualification. And bidders should solely bear all the risks and consequences caused by the non-compliance.
L Parent company and its subsidiary are not allowed to participate in the bidding for the same tender. Otherwise, both the parent company and its subsidiary's bidding proposals shall be treated as null and void.
