• Excellent German and English both verbally and in writing.
• Proven stakeholder engagement skills in development cooperation and existing networks with donors, embassy, ministries.

• Excellent working knowledge of ITC technologies, related software, and computer applications (e.g., MS Office) and digital solutions, applications in the field of rural development
• Strong social, communicative, organizational, teambuilding and intercultural skills
• Regular travels to Northern Uganda are necessary.

Responsibilities
Key Responsibilities
The Rural Development Advisor will be in charge of;
• Support of the Cluster Coordinator/Head of Programme in all relevant fields to further develop and expand the Rural Development Cluster and Portfolio in Uganda
• Reporting (in German) to GIZ Head Office and BMZ (commissioning German Ministry).

The Rural Development Advisor performs the following tasks:
Specific Tasks
• Coordination of tasks within the cluster in collaboration with the implementation and component managers as well as the technical advisors.
• Develops and ensures a knowledge management and dissemination system incl. maintenance of the GIZ DMS Data Management System.
• Support of the Cluster Coordinator/Head of Programme in different aspects of the contract and cooperation management.
• Actively contribute to and support the internal monitoring and evaluation system.
• Advisory on cluster development with regards to digitization, strategy, processes.
• Respond to inquiries and assist in reporting to clients and/or partners.
• Contribute to quality assurance in the preparation and updating of communication products and in the effective communication of the program and cluster activities to ensure visibility.
• Actively and independently establishes and contributes to the establishment and expansion of networks with external cooperation partners, development partners, German Embassy

Other Duties/Additional Tasks
• Contact person/ coordinator Digital Solutions.
• Programme Gender Focal Person.
• Contact and liaison person German Embassy – Development Cooperation Department.
• Contact and liaison person GIZ Head Office – Country Department and Technical Division.
• Keep up-to-date and informed on the developments in the sector in Uganda and the region.
• Organization of the Steering Committee Meetings.
• Responsible for up-to-date Cluster and Programme Presentations in coordination with Communications team and Monitoring and Evaluation Team.
• Performs other duties and tasks at the request of management.

Qualifications
• A minimum of a Bachelor’s degree in Communications and Public Relations, marketing, or any related field.
• A Master’s degree in Communications and PR, Development Studies, International Studies, Rural Development, Environmental Management and/or relevant linkages to event management and public relations is an added advantage.

Details of experience
• Four to Five (4-5) years of extensive experience in development cooperation with various donors and organizations with a focus on agriculture, rural development resource conservation, institutional capacity strengthening of governmental and non-governmental organizations.
• Extensive experience in project management and implementation, monitoring/evaluation of projects practical use of GIZ “Capacity Works” tools are a plus.
• Basic knowledge of climate change impact, women and youth engagement, and other cross-cutting development policy issues.
• Proven experience in knowledge management and dissemination.
• Experience in production and quality assurance of government /donor-related reporting.
• Experience in high level event management
