JOB DETAILS:
Purpose of the position:
The Senior Program Officer will be a vital advocate for World Vision Uganda, representing World Vision Uganda, engaging with external entities (Donors, partners, Support Offices, Regional Office & Gov’t of Uganda), strategically positioning World Vision’s work, and advocating for refugees' needs and rights within the Uganda Refugee Response framework.
The role is the key focal point person for World Vision Uganda Refugee Response at National level sector/technical working groups and all consortiums in which WV is a partner.
The role will coordinate all resource development efforts for the WVU refugee response while building relationships with key stakeholders, government bodies, UN agencies, and NGOs to create collaborative opportunities and advance World Vision Uganda Refugee Response objectives.
The role will spearhead the generation and consolidation of WVU programming impact & evidence. Use evidence to proactively advocate and communicate about complex challenges facing refugees in alignment of our efforts with global and national priorities.

Key Outputs/Responsibilities.
External engagement, representation and advocacy
• Foster collaborative relationships with internal and external partners, including communities, government, donors, UN agencies and NGOs to ensure impactful contribution of WV Uganda to the Uganda Refugee Response Plan.
• Promote the development of alliances and strategic relationships with other NGOs, UN agencies and other bilateral and multilateral agencies through reporting and information exchange and learning.
• Represent WV at National Inter-Agency Coordination Forums, Sector Working Groups, and engagements with key stakeholders, including government bodies (such as OPM and Ministries) and multilateral agencies.
• Lead the efforts in championing the rights and fulfilling the essential needs of refugees and displaced individuals, both at the regional and national levels.
• Spearhead the development of World Vision Uganda's Refugee Response advocacy plan, ensuring its alignment with the National Office Advocacy strategy and key priorities of the Uganda Refugee response.
• Take the lead in documenting concrete evidence of the impact of World Vision Uganda's Refugee Response programs and actively share this information with stakeholders through various platforms.
• Work closely with the communications department to create pertinent content and materials for advocacy purposes during key events.
• Maintain a strong coordination with the National Office advocacy and communications teams, ensuring the Uganda Refugee Response external image remains in harmony with World Vision strategy and standards.
• Evaluate the impact of programs and proactively advice management to make the necessary adjustments to improve their effectiveness and overall impact.
• Develop and implement comprehensive methods for evaluating the effectiveness and overall impact of World Vision Refugee Response Program.
• Represent World Vision Uganda in all consortium related activities at National level and liaise with the respective Project Managers for information and with updates.

Program Development
• Support in developing programs that meet the requirements of refugees, covering areas of the Uganda Refugee Response Strategy (such as education, child protection, WASH and livelihood support).
• Facilitate the analysis of evidence and needs that contribute to the development of these programs.
• Support in pre-positioning efforts including engaging with donors, key stakeholders, and partners for potential funding opportunities.
• Support the GAM team in forecasting, development and implementation of the grants acquisition business plan.
• Collaborate with the GAM Team to craft technical capacity statements based on evidence, with a specific donor focus and alignment to the strategies of the Uganda Refugee Response.
• Coordinate with GAM team to ensure all necessary compliance requirements are addressed in a timely manner before signing any contracts with donors or partners.

Documentation, Reporting and Learning
• Review or prepare reports and documentation for donors, government agencies, and stakeholders (Quality assurance).
• Ensure timely reporting (monthly, quarterly, semi-annual and annual reports) for all UN projects to DMT, donors, URMMS, UNHCR activity info or any other reporting systems as required.
• Provide technical leadership in reporting and communication including documentation of best practices.
• Capture and document lessons learned, and data trends to inform decision making and adaptation; and champion the scaling up of best practices

Team Management
• Leading and supervising teams of staff working on refugee response operations especially under MEAL, comms and advocacy related departments.
• Define work responsibilities (clear JDs fully signed by all staff), and reporting relationship for all staff under the Department.
• Conduct on-going reviews of staff performance in line with WV’s performance management system, creating opportunities for appropriate feedback.

Qualifications: Education/Knowledge/Technical Skills and Experience.
• Bachelor degree in any field.
• Strong background in Humanitarian coordination with prior experience implementing UN, USAID, BPRM, ECHO, EU, government funding or other key donor funding.
• Demonstrated ability to undertake high-level representation with donors, partners and government officials.
• Demonstrated expertise in fostering program learning, monitoring and evaluation in program development and implementation.
• 2-3 years’ professional experience in refugee or emergency programming, preferably in an emergency context associated with capacity building roles or expertise.
• Clear understanding of gender, disability, social inclusion, human rights, and issues surrounding violence against children and affected populations.
• Demonstrated experience representation, business development and negotiation with donors.
• Excellent facilitation and communication skills both written and spoken.
• Relevant experience working within a partnership agreement and/or a network including national organizations.
• Positive and professional attitude, including ability to work well in a team setting
• Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
• Excellent computer skills.
